Public Institutions of Higher Education – Priority House Bill 1074 Public Institutions of Higher Education – Priority Registration for Members of the Armed Forces

PART I HB 1074 “THE LAW”

HB 1074 Grants priority course registration to: Currently serving women and men in the armed forces* of the United States, and Eligible veterans of the armed forces* of the United States. *Includes the National Guard and Military Reserves

HB 1074 Priority Registration Criteria Does not apply after an eligible service member’s fourth academic year.

HB 1074 Priority Registration Criteria Applies to veterans with an Honorable Discharge or a Certificate of Satisfactory Completion of Military Service. Applies only within 15 years after the eligible service member was last on active duty.

HB 1074 Enactment May 8, 2018 – Approved by Governor, Chapter 400 October 1, 2018 - Effective date for higher education public institutions

PART II INSTITUTIONAL IMPACT

Policy Requirements for Institutions Each public institution of higher education shall adopt policies necessary to implement priority registration for eligible active duty service members and veterans.

Fiscal Note State Effect: 4-year higher education public institutions can likely implement the priority registration requirement with existing processes and resources. Revenues are not affected. Local Effect: Community colleges can likely implement the priority registration requirement with existing processes and resources. Revenues are not affected.

PART III OTHER STATES

Legislation in Other States California AB-809 of 2017 Veterans: Public Post-Secondary Education: Veterans Registration for Enrollment. Requires California State University and each community college. Pennsylvania Act 46 of 2014: Requires public institution of higher education in Pennsylvania to provide Veteran students, as defined in the Act, with preference in course scheduling.
