CMAQ Non-Mandatory Introduction TAP, RTP and CMAQ Programs CMAQ Non-Mandatory Introduction Types of Projects Eligible Entities* 1. Projects that reduce the number of vehicle trips and/or vehicle miles traveled (VMT); 2. Projects that reduce emissions related to traffic congestion; and/or 3. Projects that reduce the per mile rate of vehicle emissions through improved vehicle and fuel technologies. TAP, RTP and CMAQ Programs CMAQ Non-Mandatory Types of Projects & Activities* Construction of roundabouts, HOV lanes, left-turn or other managed lanes Increase in transit capacity Constructing bicycle and pedestrian facilities that reduce vehicle trips that are not exclusively recreational Allocation or dedication of portions of road surfaces or certain sections of the metropolitan area to the use of non-motorized vehicles or pedestrian use Diesel engine replacement, repowering Traffic calming measures Carpools or vanpools *For a complete list of eligible projects and entities, see the CMAQ Guide

FFY20/21 Funding- CMAQ Non-Mandatory TAP, RTP and CMAQ Programs FFY20/21 Funding- CMAQ Non-Mandatory Fixing America’s Surface Transportation (FAST) Act Five-year transportation funding bill signed into law Dec. 2015 CMAQ program supports surface transportation projects and efforts that contribute to air quality improvements and provide congestion relief CMAQ Funding (statewide competitive process) Approximately $4.5 million per year

TAP, RTP and CMAQ Programs Application Process Same application process for TAP, RTP, and CMAQ Project Feasibility Form (PFF) Process (There have been minor updates to this form since last round) For RTPOs, required for all federal-aid funds through NMDOT Work with RTPO and NMDOT staff before applying to discuss feasibility, funding levels, phasing, and more MPOs may elect to use PFF or their own feasibility review process If feasible, sponsoring agency can apply for RTP/TAP/CMAQ funds

Application Components TAP, RTP and CMAQ Programs Application Components Application includes: Project Feasibility Form (PFF) signed by District Representative Project Prospectus Form (PPF) RTP/TAP/CMAQ Program Application Resolution or Letter of Sponsorship (indicating match, maintenance, budget, etc.) Letter(s) of Support (if needed) Basic map of project location Any additional documentation in support of scoring factors

Requirements of Project Sponsor TAP, RTP and CMAQ Programs Requirements of Project Sponsor Indicated via Resolution: Entity’s ability to pay local match (14.56% of total project cost) Entity’s ability to pay all costs up front (RTP/TAP/CMAQ are reimbursement programs) Entity’s ability to pay any costs exceeding award amount Acknowledgment of maintenance responsibility Sponsor very strongly encouraged to attend NMDOT’s T/LPA project process training(Updated T/LPA handbook is forthcoming) Sponsoring agency will enter into Project Agreement with NMDOT Work completed before execution of agreement and receipt of a Notice to Proceed (NTP) is not reimbursable or usable as match Compliance with Federal and State regulations: Applicable accessibility requirements Enviro, ROW, ITS, utility, design, & RR certs required on all construction projects (non-infrastructure projects still require NEPA documentation) Will work with NMDOT Design Center and District Buy America requirements for all steel and iron

RTP/TAP/CMAQ Timeline (FFY20/21) TAP, RTP and CMAQ Programs RTP/TAP/CMAQ Timeline (FFY20/21) April/May 2018: MPOs/RTPOs issue calls for project April-July 2018: PFFs due to RTPO (or MPO) planners RTPO (or MPO) planner schedules PFF meetings MPO planners screen all potential applicants for feasibility, phasing, etc. (if not using PFF process) Feasible RTPO projects added to RTIPR, if not already August-Oct. 2018: Complete applications due to MPO/RTPO planners according to deadline set by MPO/RTPO November 2018: MPO/RTPO planners vet applications for completeness November 30, 2018: Deadline for MPO/RTPO planners to submit complete applications to NMDOT. February 2019: TAP Selection Committee and Recreational Trails Advisory Board (RTAB) meet to rate and rank applications March 2019: NMDOT sends award letters April 2019: Orientation webinar for award recipients June 15, 2019: FFY18 funds must be obligated June 15, 2020: FFY19 funds must be obligated
