Flood hazard maps and Flood risk maps (Guidance and Schema) FD Drafting Group, Meeting 15-16 June 2011 Flood hazard maps and Flood risk maps (Guidance and Schema) Mette Wolstrup

Outline Intro to GIS Guidance document Data content and structure Map products Decentralised flood maps Data exchange format Next steps

Intro to GIS Guidance document Arose from the Reporting sheet and Commission meetings First draft – still have gaps Section 3, As-is analysis – input from MS

Data content and structure Geographic information (shape files) - Flood scenarios (high/medium/low) Textural information (xml) - To be developed on the basis of the reporting sheet and the GIS guidance document

Map products (EU level) Data to be used in maps - APSFR - Flood scenarios (high/medium/low) - Summary data for exposed elements (e.g. population) Data will be derived from MS submissions and other reporting streams (eg. population/landcover/EPRTR/ UWWT/WFD)

Map products (2) Zoom levels Step Geographic scope Scale Aggregation by Symbology Default visibility 1 Pan-European to National Default to 1:10,000,001 International RBD Classified polygon Visible 2 Cross-border to National 1:10,000,000 to 1:5,000,001 Country 3 National to Regional 1:5,000,000 to 1,000,000 UoM 4 Local 1:2,000,000 to 250,000 APSFR (*) 5 Flood scenarios Exposed elements Classified polygon or points 6 1: 250,000 to 1:2,000 None – switch to national maps via WMS MS control

Map products (3) Flood scenarios/risk layers Aggregation Flood risk population Flood risk environment Flood risk economic activity International RBD Indication of where there is data Country Aggregation of value for flood extents within the Country UoM Aggregation of value for flood extents within the UoM APSFR* Number of inhabitants potentially affected Aggregation of value for flood extents within the APSFR Flood extent Flood extent and number of inhabitants potentially affected within certain thresholds Flood extent and count of directly affected features Flood extent and indication of economic activity impacted Features Population dataset (gridded) IPCC installations, UWWT treatment plants, WFD protected areas Corine land cover

Decentralised flood maps List of maps Flood hazard maps showing the extent of flooding associated with the flooding scenarios (high, medium, low probability floods) Flood risk maps showing the potential adverse consequences (number of inhabitants potentially affected) Flood risk maps showing the potential adverse consequences (economic activity) Flood risk maps showing the potential adverse consequences (location of installations)

Decentralised flood maps (2) Optional geographic information Areas vulnerable to floods with a high content of transported sediment and debris flows The location of other significant sources of pollution Maps with other information that Member States may consider useful Maps showing coastal areas where adequate level of protection is in place

Data exchange format Maps can be available through: PDF MS National webGIS (portal) National level web mapping service (WMS) Will follow the INSPIRE technical guidance for MS to implement the INSPIRE View Service

Next Steps (DRAFT- TO BE CONFIRMED BY EMAIL) Review period (June-August) on current document: To be confirmed (addendum and correlation tavle with INSPIRE text) may be sent separately. Input missing items (symbology, metadata examples etc) from first draft Collate and respond to Member State comments and update the document accordingly Finalise schema Send out for second review phase at the end of August  2. Third document update period (August-October) Additional – presentation of guidance in mid September

Next Step (2) 3. After finalisation of documents (October onwards): Start development of reporting tools (database etc) Initiate pilot exercise for linking Member State services as a distributed system
