OGN/IGC Trackers proposal Angel Casado International Gliding Commission March 2019

Background Circa of 2005 Flarm designs their first product Glider collision-avoidance market starts. More than 50K+ devices on the market. Flarms are mandatory on some regions like the French Alps. Flarms are mandatory in most of the IGC championships. Circa of 2014 a group of glider enthusiasts designed the OGN Open Glider Network (OGN) becomes very popular 1000+ stations. Some of the popular websites gets more than 1M+ hits and/or 5K+ visitors a day. OGN started to be used on IGC championships as a live tracking mechanism. Great online spectator experience at the SGP using Silent Wings Studio. Glider spectators demand live tracking everywhere.

Conflicts between collision avoidance and live tracking With the advent of the extended use of the OGN live tracking, started some conflicts: Some pilots disconnected their Flarms, in order to not be followed. Ground teams start to direct to their pilots about the position of their competitors and the quality of the gliding conditions found by them. Tactical gliding becomes generalized. Gaggles and tailgating becomes a serious problem. Complains by the pilots, safety become a big issue.

How Open Glider Network works:

More than 1000+ OGN stations

Proposal: Separate Collision avoidance of Live Tracking Leave Flarms as the main vehicle for collision avoidance. Use the Flarm facility NOTRACK on all the FLARM devices. The OGN stations honor that request already. Flarms devices do not pass the information to other digital devices if NOTRACK is already enable (aka Serial RS232 or Bluetooth). Develop a new device OGN/IGC trackers used just for live tracking. Based on the current OGN tracker used in the SGP competitions. The OGN/IGC tracker will send the information payload encrypted. Only authorized apps (for safety purposes) will display the data in real time. Other apps will receive/display the information with some time delay. Those device will be mandatory on IGC sanctioned championships if they want to have live tracking.

OGN/IGC Trackers Use the same frequency band than the Flarm, but not in conflict. Tracking devices, not anti-collision devices, can carry payload. Use more transmitting power, up to the legal limit. Latest technological advances ARM32 and/or ESP32 CPUs. Can use Bluetooth and WiFi, downloading the flight as ASAP. Do relays of other OGN/IGC trackers and Flarms, improving the coverage. We can deploy repeaters stations on microlights/planes. Very affordable ~100-150 €. Fully compatible with the OGN stations. Used on the Chile SGP very successfully.

IGC/OGN requirements requested: Those OGN/IGC trackers will contain in addition to an OGN tracker a secured FR, following the same standards of the current FR as defined on the ANNEX B of the section 3 of the sporting code. That way we will cover all the security aspects of preserving the data file and can be used as a backup FR. Those OGN/IGC trackers will follow the specs of the OGN tracking protocol (OGNTP) so it will be fully compatible with the OGN network. Details of the OGNTP protocol is on: http://wiki.glidernet.org/ogn- tracking-protocol Those trackers will use a barometric capsule in order to get the BARO altitude. Those OGN/IGC trackers will do RELAY of other trackers and FLARMS in order to improve the coverage.  Those OGN/IGC trackers will register in addition of the position, altitude, etc., as it does any FR, it will register as well the data from the OGN network, like station name, signal strength, switch ON/OFF time, temperature, relay information,  version information, etc., … that information will be critical to detect  any misbehavior by the pilots.  Those OGN/IGC trackers will have Bluetooth and WiFi interfaces, so as soon the glider lands into the airfield, it will be able to transmit thru a secure channel the whole flight data to the organizers, avoiding that way the manual intervention. In addition those OGN/IGC trackers will have a removable media like Micro SD and/or a visible USB storage, so in case of problems with the WiFi or BT, we can always can retrieve those flights.  Those OGN/IGC trackers will be able to transmit the required data to have REAL TIME SCORING as defined by the SSWG. Those OGN/IGC trackers may show on an screen, al least two of the basic elements of the scoring, altitude and speed. Those OGN/IGC trackers will send the position information encrypted, so only authorized applications can handle it. Those OGN/IGC trackers will have the software/firmware signed and protected, so it will be practically impossible to change the software. 

Infrastructure The current OGN stations handle the OGNTP protocol and honor the FLARM NOTRACK request. The FAI server is ready to handle the aspects of decrypting and re- broadcasting the position to other applications. No change or minimum change on the current applications.

Bottom line of the proposal: Flarms with NOTRACK flag are not followed by the OGN stations, Flarms remain as the main collision avoidance device. OGN/IGC trackers are used for just real time tracking devices under the control of the IGC, so the display of the glider position, can be delayed some defined time, still 2D and 3D applications like, Silent Wings Studio, can be used for broadcasting the championships, but with the defined delay, that avoids the other conflicts mentioned, as people on the ground directing to their teams, tailgating, etc., … Other applications like live.glidernet.org or glidertracker.org, onglide.com, etc., … will receive the position data with the defined delay. Those OGN/IGC trackers will become mandatory to be used on CAT I sanctioned IGC events starting on year 2020.
