INCIDENT NTSB/RAR 12/01 Accident: Derailment with Haz Mat Release Cherry Valley, Illinois RELATED ISSUES Incident Reported in wrong fire district. Incident happened at 8:36 am. It was 10:20 am before crew gave IC train consist.

INCIDENT NTSB DCA-11-FR-001 Accident: Derailment and Haz Mat Release Tiskilwa, Illinois RELATED ISSUES Fire department responded based on local 911 calls. No word from railroad. Did not know Haz Mat involved.

INCIDENT NTSB/RAB 17/11 Accident: Passenger Train Derailment Cimarron, Texas RELATED ISSUES Passenger train crew unable to contact owning line dispatch. Used personal cell phone to contact 911. Exact location an issue.

INCIDENT NTSB DCA 15 MR002 Accident: Work Train Collision With Excursion Train Clarey, Arkansas RELATED ISSUES Prior to incident location of both trains an issue. Communications between two engineers very informal. Did not involve dispatch.

INCIDENT NTSB/RRA 14/01 Accident: Derailment on Bridge with Haz Mat Paulsboro, New Jersey RELATED ISSUES 3 hours after incident train consist provided to responders. Many environmental concerns. ER established 3 different IC centers.

INCIDENT NTSB/RAB 14/08 Accident: Derailment and Haz Mat Release Columbus, Ohio RELATED ISSUES Initial contact with fire department from nearby residences. Cell phones calls to 911. Unaware of Haz Mat until arrived at scene. Railroad faxed train consist 30 minutes later.

Developing a gis-based emergency responder access tool Multi-Phase Undertaking 1st Phase: Develop Basic GIS-Based Tool for Hand-Held Deployment to Railroad Personnel and 1st Responders Basic Tool Encompasses the following Functionality by MP and Lat/Lon or other Locational Coordinates: Railroad right of way Track alignment – centerlines Railroad jewelry and structures 2000’ corridor along ROW showing buildings and property – including ownership and contact information, critical access points, seasonal & other limiting factors to access, 3 alternative access options Emergency contact information with backup contact information Underlying geology and hydrology Other local information pertinent to corridor segments, e.g., utility or other critical infrastructure in the corridor or possibly impacted by event Ask who has an ERP/GRP/TERP, how many have even contacted their local first responders? Value in having/sharing this stuff with your local ER’s -During Incident what tools would be useful to a railroader Access points/routes and their usability Responder information? Utility crossings Wellheads Hydrology and flow? Wetlands Endangered animals Other sensitive receptors Pre contracted or staged resources, locations, and contacts

Developing a gis-based emergency responder access tool Continued Optional Tool Functionality: Contact information for local public officials Mayors, County, state & federal elected representatives, Media outlets, Critical facility personnel – school principals/superintendents, hospital key personnel, others – etc. Social media filters Links to other tools AskRail Emergency Response Guidebook (ERG) Emergency Response Plans FRA Rail Crossing Locator (NGCI Tool) Could also be the starting point for an incident reporting/gathering app. What do you need to collect during/post incident. FRA/NIMs requirements.

Mock up of 1st Phase handheld Gis-based tool Proposed Phase 1 tool envisioned for use by designated railroad personnel and 1st responders on handheld device (smart phone, tablet or similar device) Device would display screens, prompts and message indicators The following mock up illustrates some screens, prompts and features that can be shown to the railroad personnel and 1st responders Envisioned this software tool will allow near-real-time information and communication capability to railroad personnel and 1st responders – the dwell time will be a function of the network capacity and flow rate Behind the screens will be software functionality that automatically updates, computes and otherwise provides near-real-time information as events unfold
