The CB T&R is based on the Major Combatant Operations (MCO) standard Introduction – Building Block Approach “ The mission of Naval Aviation training is to prepare tactically and technically skilled aircrew to win at war.” We do this by carefully using our many resources to achieve the highest level of training attainable: The CB T&R is based on the Major Combatant Operations (MCO) standard

Policy Overview - Current Current Training and Readiness policy is delineated by CNAP/CNAL 3500.1A (Squadron Training and Readiness), dated 19 Dec 2018 This instruction includes the following references: Enclosures 1-13 contain the specific TMS matrices Appendix A – T&R Format Appendix B – T&R Matrix and NMETL Submission Checklist Appendix C - Reserved for Interim Matrices Appendix D - Equivalent Sortie Length Matrix Appendix E - Number of Authorized Aircrew Appendix F - FRTP Ordnance Expenditure Plan / Ordnance Category Delineation

Policy Changes - Overview Skill sets replaced with flight tasks (aligns the METs directly to flight tasks) All flight tasks are now mandatory (no more optional tasks) Deleted the Sustainment/Production sections of every matrix Flight and simulator hours clearly mapped to flight tasks Clarified how detachment-based squadrons apportion flight hours to detachments when flying aircrew from different detachments Det-based squadrons must assign flight hours flown to only one detachment when a flight contains crews from more than one detachment

General Policy Guidelines - CVW/EXP FRTP Cycle OFRP is based on a 36 month cycle even though the FRTP standards show 27 months TSTA AWF C2X ARP Depicted is a notional FRTP cycle. The actual FRTP cycle is determined by the operational schedule for the CVN, CVW, squadron, or detachment. Basic Integrated Sustain Deployment Maintenance ULT/ACTC

General Policy Guidelines - Key FRTP Dates FRTP Start/End Date Defines the unit FTRP cycle Affects ordnance expenditures and FRTP milestones (ARP, AWF, C2X, ISATT, CERTEX, Phase Transition) The dates can be adjusted for special circumstances FRTP months for CVW-based squadrons are managed by CNAP/CNAL N40 via the Master Aviation Plan (MAP) FRTP months for Expeditionary-based squadrons/detachments are delegated to TYPEWINGs for management

General Policy Guidelines - FDNF Units FDNF Units include: CVW-5 HSM-51 Due to the dynamic schedule and OPLAN requirements, FDNF units are required to maintain higher levels of readiness Higher Flight Hour funding to maintain higher readiness All FDNF ordnance is considered End-to-End

General Policy Guidelines - Reserve Units Reserve Units Include: TSW (VFC-12, VFC-111, VFC-13, VFA 204, VAQ-209) VR (C-40/C-130/C-20G) MSW (VP-62, VP-69, HSC-85, HSM-60) HM-14 and HM-15 reserve components use the Active Component HM matrix Reserve matrices … Use the same format and methodology as their Active Component counterparts Tend to have higher periodicities due to greater experience levels FHP funded by number of aircraft vice number of crews

General Policy Guidelines - Waivers Waivers may be requested when resources are not available or when external factors (weather, operational tasking, range availability, etc.) preclude execution of tasks in the T&R matrix Carrier Air Wing Commanders shall initiate waiver requests for squadrons under their operational control Type Wing Commanders shall initiate waiver requests for squadrons not attached to a CVW and all detachments under their administrative control Waiver format example included in T&R instruction Waivers are submitted to the CNAP or CNAL N40 for approval Expect CNAP or CNAL to deny ordnance waivers in order to “Show the Pain” Only Ef items can be waived in the T&R matrix.

Mission Essential Tasks (MET) NTA Navy unit level Mission Essential Tasks Most common type of MET used in a matrix Subset of the NMETL in DRRS-N NMETL COCOM/OPLAN driven Developed by the Type Wings TYCOM managed USFFC approved NMETL = Navy Mission Essential Task List) Mission Essential Tasks (METs) is technically the correct term for the list of tasks. NTAs are just one type of METs. VQ(T) matrix has other types (e.g., OP, SN, etc.).

Experience Factor (Ef) Measure of squadron level training requirements ACTC, ARP, C2X, Fallon Ordnance 90 day avg flight hours T/M/S specific quals/designations Ef is a number from 0.0 – 1.0 but displays as a whole number in DRRS-N Ef items are minimums Resourcing ensures minimums are met over the FRTP

Experience Factor (Ef) – Average 90 day FHP Flight Hour Execution is a measure of Readiness Target Value 90 day entitlement rolling average T&R (baseline) hours only Measurement Value 90 day actual rolling average All hours flown MESH not factored into training hours but does count towards total flight hours MESH = Mission Essential Support Hours (Also called Afloat/Ashore Support Hours)

Performance Factor (Pf) Flight Tasks No longer have production and sustainment sections All Flight Tasks are required all the time Flight Tasks now directly relate to NTAs Old optional tasks are now accomplished through Sub-Tasks mapped to a Parent Task The Wing Training Manual contains the prerequisites Individual Crews formed when all required crew positions have achieved all the required skills for a given NTA Sample HM Matrix

Wing Training Manuals (WTM) Wing Training Manual provides community-specific details for each training task in the T&R Matrix including: Detailed description Prerequisites Training objectives aligned with T/M/S NMETLs  Requirements for completion Pass/fail criteria  The Measures of Performance (MOP) and Measures of Effectiveness (MOE) shall be used to evaluate each task. Debrief sheets will be included when applicable. 

Simulator Contribution Some matrix have required sim skills on top.

COMPTUEX Air Wing Fallon ARP ULT Appendix F – FRTP Ordnance Expenditure Plan Appendix F delineates NCEA allocation to each training event in the FRTP. Type Wing Weapon Schools, NSAWC, and CSFTL/P provide inputs for their FRTP events during the annual T&R Conference. ULT ordnance is allocated in 90-day blocks as determined by CNAL NCEA Readiness Officer. NOTE: TSTA is currently considered ULT. Changes to Appendix F requires coordination with the respective training organization and CNAL/CNAP. Changes to shipboard events shall be minimized due to logistical constraints. CVW FY17 NCEA – Sample Roll-up This is an example of the Air Wing NCEA worksheet used to plan and distribute NCEA. Ordnance requirements for each VFA squadron’s major FRTP events are displayed and totaled. A similar spreadsheet covers rotary-wing squadron requirements, which are much more robust with advent of APKWS and FFFWS The numbers are rolled up the airwing level and NCEA is issued to the respective CVW NCEA account for allocation directly to individual squadrons

Especially in skills that cross multiple NTAs Training Officer, AOPS be proficient T&R should be a flight schedule driver
