Alaska Department of Natural Resources Tribal Liaison Update for the 2018 BIA Tribal Providers Conference November 27, 2018 January XXX, 2014 1

Department of Natural Resources - MISSION & CORE SERVICES - Foster responsible commercial development and use of state land and natural resources, consistent with the public interest, for long-term wealth and employment. Mitigate threat to the public from natural hazards by providing comprehensive fire protection services on state, private and municipal lands, and through identifying significant geologic hazards. Provide access to state lands for public and private use, settlement, and recreation. Ensure sufficient data acquisition and assessment of land and resources to foster responsible resource and community development and public safety. The DNR mission statement is to "Develop, conserve, and maximize the use of Alaska's natural resources consistent with the public interest." 2

Major DNR Programs Agriculture: Promote and encourage development of an agriculture industry in Alaska. Forestry: Serves Alaskans through forest management and wildland fire protection. Geological & Geophysical Surveys: Determine the potential of Alaskan land for production of metals, minerals, fuels, and geothermal resources, the location and supplies of groundwater and construction material; and the potential geologic hazards to buildings, roads, bridges, and other installations and structures. Mining, Land & Water: Provides for the appropriate use and management of Alaska’s state owned land and water, aiming toward maximum use consistent with the public interest.

Major DNR Programs Oil & Gas: Manages oil and gas lands in a manner that assures both responsible oil and gas exploration and development and maximum revenues to the state. Parks & Outdoor Recreation: Provides outdoor recreation opportunities and conserves and interprets natural, cultural, and historic resources for the use, enjoyment and welfare of the people. Support Services: Provides information technology, financial, budget, procurement, facility, and human resource services for Department of Natural Resources, and administers the statewide recording system.

Department of Natural Resources - Recent Engagement with Alaska Tribes- In the past year, DNR has: Joined ADOT&PF in supporting Alaska tribes’ participation in BIA’s Tribal Transportation program. More collaborative efforts are expected to address future tribal transportation projects/infrastructure Engaged with tribes and other key stakeholders in Southwest Alaska regarding the federal NEPA review of the Pebble Project and DNR’s area plan for the Bristol Bay region. Traveled to villages from the Arctic to Southeast Alaska to gather input on significant state/federal projects, including: Roadless Area rulemaking Arctic oil and gas projects Stood up a website for DNR Tribal Relations at http://dnr.alaska.gov/commis/tribal.htm 5
