1- Legal framework Commission Regulation for 2016 AES Commission Regulation (EU) No 1175/2014, adopted 31 October 2014 (repealing Regulation (EC) No 823/2010) What is ‘binding’?  Content (microdata) and precision to be in line with the requirements Checked microdata to be sent within 6 months after the end of the national data collection period (via Edamis) Quality report to be sent within 3 months after the data was sent (ESQRS-format via ESS-MH)

2- Where we are Who? Comment Processing data for the national dataset: Finished BG, CZ, DE, EE, HR, CY, LT, LU, MT, PL, RO, SI, SK, NO, CH, RS and TR Ongoing BE, DK, IE, EL, ES, FR, IT, LV, HU, NL, AT, PT, SE and UK - Start soon FI EDIT – validation tool Eurostat; last version made available to countries on 31 March 2017 EDIT pipeline document to explain the corrections to be made in the next version EU data sent to Eurostat RO, DE, LT, SK Processing data: finished for 17 countries, ongoing for 14 countries, soon start for 1 country

4- What next? (1) Validation: countries should validate the data file with EDIT before transmission to Eurostat Eurostat runs the same checks  it is more efficient if countries check before sending Control table: main results are calculated by Eurostat and sent to countries for confirmation Dissemination: 2016 data will be disseminated when at least 10 countries are validated and accepted (expected 2017 Q3)

4- What next? (2) Dissemination issues: reliability thresholds (1) Current situation: SILC rules are used for AES • an estimate should not be published if it is based on fewer than 20 sample observations or if the non-response for the item concerned exceeds 50%. • an estimate should be published with a flag if it is based on 20 to 49 sample observations or if non-response for the item concerned exceeds 20% and is lower or equal to 50%. • an estimate shall be published in the normal way when based on 50 or more sample observations and the item's non-response does not exceed 20%. Rules agreed at the ETS WG meeting in June 2012 Issue: item non-response should be based on non-imputed data  information not available in AES • SILC has this information at record level

4- What next? (3) Dissemination issues: reliability thresholds (2) LFS rules: request thresholds to countries • an estimate is considered confidential if it is based on fewer than 4 sample observations. • an estimate should not be published if the weighted population is below LIMIT_A (or if the non-response for the item concerned is equal or more than 30%). • an estimate should be published with a flag if the weighted population is between LIMIT_A and LIMIT_B (or if non-response for the item concerned is between 10% and 30%). • an estimate shall be published in the normal way when based on 4 or more sample observations and the weighted population is above LIMIT_B (and the item's non-response does not exceed 10%). AES 2016 could be based on the LFS rules as these reliability thresholds are requested in the QR

4- What next? (4) Dissemination issues: reliability thresholds (3) Consultation will be launched on rules used for dissemination at national level Tests will be performed to compare the two rules (SILC vs LFS) Possibility to collect the same reliability limits for the previous waves (2007 and 2011)?

(5) Preparation of the implementing measure on the 2022 AES survey under the IESS framework regulation 2022 AES task force to be set up in 2018 - Call for participation to ETS WG First meeting planned in 2018 Q4 - Evaluation 2016 AES - First draft of the list of variables for 2022 AES - See also document for item 5.1
