Towards Harmonization of Concepts and Definitions in SADC Countries Workshop on Household Surveys Measurement of LFS With Focus on the Informal Economy 14-18 April 2008, Maseru, Lesotho Dimitri Sanga, Ph.D. Senior Statistician

Outline Labour statistics needs The rationale for harmonisation Potential areas of concerns The way forward

Labour statistics needs National: PRSPs Sub regional: Regional Economic Communities (RECs) Statistical groupings (Afristat) Regional: The New Partnership for Africa’s Development (NEPAD) The African Peer review Mechanism (APRM) Other regional requirements: AfDB, UNECA International: MDGs 3

The rationale for harmonization Regional integration: macro economic convergence criteria: CPI, GDP and related aggregates… Sustainable growth and development plans and programmes: GDP and related aggregates, other development indicators Women equality and empowerment: various gender sensitive statistics APRM: a set of indicators for the assessment For comparison purposes: harmonized information 4

Potential areas of concerns Variability based on: Survey methodology (surveyed units) Size in terms of employment Inclusion of the agriculture sector Registration criteria Minimum age of the potential active individual 5

The way forward Need to deepen the discussions on the informal sector and informal employment measurement A natural forum is the newly set up Working Group on the informal sector and informal employment measurement Join the group to reinforce the pertinence of the discussions since the informal sector is very important in the region 6
