eGovernment - The technological potential Session 1.6b eGovernment - The technological potential the means to establish interoperability and access to services.

eGovernment - a continuum of services information dissemination dialogue services interactive transactions integrated services eGovernment - delivery channel Various end-user devices Choice of language tuned also for supporting disabled e-services – policies Digital signatures and PKI Cryptographic services for the civil sector Standardisation of metadata, using XML for information infrastructures

Co-ordinated efforts should be focussed to make use of portals in the short term to obtain visibility and ready access to eGovernment services Support national initiatives building competence and stimulate exchange /spread of best practise

Dataflow / XML / (+ other key middleware solutions) Information structures metadata /dictionaries (X.500/LDAP) Retrieval /search engines Electronic forms (backoffice-solutions) Individually tuned services Digital signatures (authentication, integrity) Crypto solutions User interface Multilingual support (”Best practice” /XML) Multichannel end-user devices Electronic forms “Yellow pages”

Xml promising technology Multichannel Multilingual Electronic forms More middlewaretechnologies: LDAP Semantic web How to help IDA?

Suggested policies Multichannel capabilities should be supported for delivering services. National development initiatives should be encouraged in areas of common policy, which require interoperability and co-ordination efforts to enable cross-border operations. Such enabling technologies particularly concern digital signatures, implementing public key infrastructure (PKI) supporting the required level of security; cryptographic services using solutions based on digital signatures and PKI to secure confidentiality of sensitive data in cross-border applications; standardisation of metadata and methods using XML to build the information infrastructures required; Co-ordinated efforts should be focused to make use of portals in the short term to obtain visibility and ready access to eGovernment services.

How to establish interoperability E-Government Multichannel capabilities; must support ”integrated service”-level. E-services to European citizens and enterprises Based on peer-to-peer technology Each country must develop their own systems (data-systems) based on a network of portals. Special concerns: security, confidentiality, dataflow-standardisation Adopt common technical recommendations

How to establish interoperability Suggested policies on the European level: No centralised Community system-solusions! Monitor pilot-initiatives in member countries. Define how countrybased systems (various) ought to behave, recommend peer-to-peer technology for dataflow: (XML/SOAP/UDDI) and PKI. Define and recommend desired metadatastructures (challenge: how to define/determine individuality?) Recommend legal changes to be made at country-levels (if needed). Resource-web with common recommendations etc.

The e-government ladder Step 4 Information Step 3 Information Simple services, interaction Step 2 Information Simple services, interaction Interactive, indvidualised transactions Step 1 Information Simple services, interaction Interactive, indvidualised transactions Peer-to-peer, Integrated services
