What is a policy? Choosing the adequate format: A policy A policy contains all general principles and standards relevant to address the internal displacement situation in Afghanistan. A policy directs and guides authorities and other actors addressing internal displacement in Afghanistan. A policy needs implementation through a multi-sectoral and contextualized action plan.
Determining the scope: 3 steps 1. What is the basis to determine the scope? 2. Displacement-specific or sectoral regulation? 3. Comprehensive vs partial instrument?
