The ESPON TIA Quick Check Assessing potential territorial impacts of EU initiatives Introduction Erich Dallhammer, Bernd Schuh (ÖIR) Brussels, 9th September 2014

ESPON ARTS The Challenge EU policy proposals influence development of regions with often territorial effects The project ESPON ARTS developed a simplified, evidence-based procedure of an ex ante Territorial Impact Assessment (TIA) The TIA Quick Check approach a “quick and dirty” TIA-check combining expert knowledge gathered in a workshop with an Excel tool and standardised indicators showing results in maps (NUTS 3 level)

The vulnerability concept Different for each policy proposal Independant of policy proposal Policies Regions Exposure Territorial sensitivity Territorial impact

TIA Quick Check in 9 Steps How to get started The conceptual model Which types of regions are affected (branching & regional exposure)? What is the intensity of exposure on different fields? What is the territorial impact in European regions? Which regions will be hit in which fields? Do the results make sense? What are the policy implications? How to communicate the results?

(2) Conceptual model: Brainstorming Creating a systemic picture linking the policy proposal with territorial effects

(3) Which types of regions are affected ?

(4) What is the intensity of exposure in different fields?

(5) What is the territorial impact on regions? Result of the calculation

(5) What is the territorial impact on regions? Distribution of the impact in European regions

(6) Which regions will be hit in which fields?
