Report of inspection by the CQC 16th August 2017 and update on the Trusts’ Progression.

How are we doing? (1) The report follows our CQC inspection in December 2016. The Trust has received an overall rating of Requires Improvement. There are four rating levels: Inadequate, Requires Improvement, Good, Outstanding. The majority of hospitals and Trusts inspected so far have been rated as Requires Improvement.

How are we doing? (2) Requires Improvement is not the full story. SaTH’s journey of improvement continues

How are we doing? (3) Each site receives a rating. Our rating for the Princess Royal Hospital is Requires Improvement.

How are we doing? (4) Each site receives a rating. Our rating for the Royal Shrewsbury Hospital is Requires Improvement.

How are we doing? (5) Each site receives a rating. Our rating for Oswestry Bridgnorth and Shrewsbury Midwife Led Units is Good Our rating for Ludlow MLU and Wrekin MLU (as part of Maternity Services at PRH) is Requires Improvement.

Outstanding Practice at SaTH Areas of Outstanding Practice were highlighted by Inspectors: We have rolled out the end of life care “Swan Scheme” across the trust which included a Swan bereavement suite, Swan rooms, boxes, bags and resource files for staff. The palliative care team has developed a fast track checklist to provide guidance to ward staff on what to consider when discharging an end of life patient. The Virginia Mason Institute (VMI) designed and developed its systems to become widely regarded as one of the safest hospitals in the world. The trust has embraced these methodologies and in partnership with VMI, they have developed new initiatives within the hospital. This model to create the Transforming Care Institute (TCI). Goal is to transform healthcare by coaching teams and facilitating continuous improvement

Outstanding practice in Transforming Care

Outstanding practice in End of Life Care

Key findings

How do we compare? In March 2017 the CQC published a report on the findings from its first round of acute and specialist hospital trust inspections. This is the first time such a focused national analysis has been possible, following the introduction of CQC's new comprehensive inspection programme in 2013. Since then, CQC has completed inspections of all 136 acute non-specialist and all 18 specialist trusts. NB These ratings are for hospital sites and hospital Trusts. The 2 outstanding ratings are for Frimley Park Hospital NHS Foundation Trust (as a hospital Trust) and for Frimley Park Hospital (as a hospital site). 11 11

What are the main positive messages? (1) This is a CARING organisation, with every service being rated as GOOD for Caring. 12 12

What are the main positive messages? (2) “Our inspectors found a number of improvements had been made at Shrewsbury and Telford Hospital NHS Trust since our last inspection, and staff are to be commended for this. “End of life care services had made significant progress and we noted a positive change in culture among staff and leaders at the trust. The change in ratings in a number of areas acknowledges what has been achieved by the trust’s staff and leadership team and we found several examples of outstanding practice.” CQC’s Chief Inspector of Hospitals, Professor Ted Baker 13 13

What are the main areas for improvement? 14 14
