2. BACKGROUND 2.1. Sasol and Natref applied for postponement of the compliance timeframes contained in the MES which prescribe maximum emission limits for specified industrial activities, 2.2. Decisions on these postponement applications were made by the National Air Quality Officer (NAQO) in concurrence with the Fezile Dabi District Municipality licensing authority 2.3. Sasol’s and Natref’s Atmospheric Emissions Licences (AELs) were accordingly varied to align with those concurrent postponement decisions 2.4. The amended AELs for Sasol and Natref both contain the following conditions:

2. BACKGROUND 2.4.2.”In addition, NATREF is required to implement an offset programme to reduce PM and SO2 pollution in ambient/receiving environment. A definite implementation plan is expected from NATREF by 30 June 2015” 2.4.1.In addition, SASOL is required to implement an offset programme to reduce PM and SO2 pollution in ambient/receiving environment. 3. OFFSETS PROGRAMME 3.1. A detailed quality of life and air quality baseline campaign (SCOPE) 3.2. Implementation of specific projects: 3.2.1.Immediate interventions 3.2.2.Medium to longer-term interventions (PUBLIC PARTICIPATION) 3.3. Ongoing research-related activities 3.1.A detailed quality of life and air quality baseline campaign 3.1.1.It establishes the key emission sources contributing to ambient concentrations of pollutants, thereby pointing to the types of offset interventions which are necessary to effect a meaningful change in ambient air quality 3.1.2.It sets the starting point, against which improvements resulting from the offset activities can be measured, against defined and measurable success criteria

OFFSETS PROGRAMME 3.2.Specific projects: 3.2.1.Immediate interventions 3.2.1.1. dual focus on implementing some visible offset activities in the short term, while ongoing baseline and research work lays a solid foundation for offset activities over the medium to longer term. 3.2.1.2. Sasol and Natref engaged with Fezile Dabi District Municipality to establish the types of interventions that could be implemented in the short term in the Zamdela community 3.2.1.3. The proposed immediate interventions are, briefly: 3.2.1.3.1.Reduced smoke (PM) emissions from veld fires 3.2.1.3.2.Vehicle emissions testing: This project focuses on testing hauling vehicles entering the Natref and Sasolburg Operations sites to ensure optimum performance and minimum emissions 3.2.1.3.3.Waste recycling: This project focuses on avoidance of burning of recyclable waste complemented by focus on avoidance of burning of non-recyclable waste

3. PROCESS 3.3. Medium to longer-term interventions - pending the results of the detailed baseline assessment, in particular the source apportionment component, further large-scale activities will be scoped and implemented - targeting the major sources of community-related air pollution - public participation is key
