AIQ Committee The ISER What you need to know. 9/25/2018 BAKERSFIELD COLLEGE Presented by: Talita Pruett and Jason Stratton

Accreditation Basics Accrediting Commission for Community and Junior Colleges (ACCJC) evaluates and accredits Junior Colleges Accreditation allows our students to receive federal financial aid dollars Allows us to engage in continuous evaluation and quality improvement

ACCJC Our evaluation team is comprised of educators and administrators ACCJC has established four major accreditation standards Under those four standards are 14 subsections We demonstrate compliance via a written self report…the Institution Self-Evaluation Report (ISER)

Standards Standard I: Mission, Academic Quality, and Institutional Effectiveness and Integrity Standard II: Student Learning Programs and Support Services Standard III: Resources Standard IV: Leadership and Governance

ISER The ISER explains how we meet the 4 standards and all subsections The ISER also contains a quality focus essay (QFE) describing goals QFE highlights two projects-Program Mapper and Academic Support Services ACCJC has our ISER, and peer reviewers are prepping for a site visit. Our ISER is found here: https://www.bakersfieldcollege.edu/accreditation/2018ISER Add information about the QFE, link the QFE to the mission

Site Visit October 1-4th: the peer review team will be on campus, in our classrooms and in our committee meetings. Each team member is responsible for verifying a specific standard. They will talk with administrators, faculty, classified personnel, and students . They will review all of our documents and data. They will sit in our classes and will talk with committees. Add something about peer review team verifying the information presented in the ISER

All Campus Preparation Everyone should be familiar with- Mission Statement Strategic Directions Institutional Learning Outcomes Core Values Student population College Processes Collegial Governance See BC Cheat Sheet: https://www.bakersfieldcollege.edu/download/27323

Committee Preparation What is your committee’s charge? Where do you find it? Do you understand how you are represented in the ISER? We should use a common language What standards and subsections apply to your committee? How is your committee helping BC meet those standards? Where can you locate the information?

Where Can I Find My Committee Information? https://committees.kccd.edu/bc/

AIQ Committee Charge Ensure accreditation is an ongoing process by guiding preparation of the self-evaluation, midterm, and follow-up reports. Review and monitor collection of evidence and progress on Actionable Improvement Plans, accreditation recommendations, and institutional effectiveness indicators. Inform, engage, and involve the college community in accreditation and institutional effectiveness. Review and monitor evaluation activities to ensure they result in integrated, meaningful, and sustained college improvement.

Where Are Mentioned in the ISER? https://www.bakersfieldcollege.edu/accreditation Click “Accreditation: 2018 Self-Evaluation Report” in upper left corner of page. Click big red button that says “Read the Full 2018 ISER” in middle of page. The term “AIQ” appears 69 times in the ISER. ISER Bluff Notes: https://www.bakersfieldcollege.edu/download/273 20

Accreditation & Institutional Quality Committee Our committee appears in multiple sections of the ISER: I.B.1,4,5,8,9 IV.A.1,5 I.C.5, 12, 13 IV.B.2 II.A.1, 16 IV.D.2 III.D.2,3

Standard I.B.: Assuring Academic Quality and Institutional Effectiveness “I.B.1 | The institution demonstrates a sustained, substantive and collegial dialog about student outcomes, student equity, academic quality, institutional effectiveness, and continuous improvement of student learning and achievement. “Our formal structure is intentionally designed to ensure a systematic and regular dialog happens. We embed these dialogs in our annual program review and assessment processes as well as the longer-term processes of our Educational Master Plan and Strategic Directions that are developed and implemented over a three-year cycle.” AIQ ensures that the three-year Strategic Directions are reviewed with input from all constituent groups each term and updated as necessary. Reports to College Council and posts the results on the Strategic Directions website.” ISER 2018, P.35

Standard I.B.: Assuring Academic Quality and Institutional Effectiveness “I.B.4.| | The institution uses assessment data and organizes its institutional processes to support student learning and student achievement.” “The monitoring of progress on BC's Strategic Directions through the college's committee structure ensures that assessment of student learning and student achievement are always front and center in decision-making. The PRC and AC work closely to collect relevant assessment data at the course, program, and institutional levels and analyze it. Both committees work with AIQ to get a college-wide view of progress and determine necessary systems changes to improve student learning and achievement.” ISER 2018, P.39

Standard I.B.: Assuring Academic Quality and Institutional Effectiveness “I.B.8.|The institution broadly communicates the results of all of its assessment and evaluation activities so that the institution has a shared understanding of its strengths and weaknesses and sets appropriate priorities.” “BC broadly communicates our points of pride alongside our challenges and shortcomings on the BC website and the 12 campus-wide committee webpages. ...PRC and AC collaborate with AIQ to get a college-wide view of our effectiveness in improving student learning and achievement. The faculty committee chairs from the PRC and the AC are members of AIQ to ensure the dialogs about our effectiveness. The faculty chair of AIQ is a member of both the Academic Senate’s Executive Board and College Council to make sure we keep our efforts focused on sustaining our improvement of how we support student learning and student achievement.” ISER 2018, P.44-45

Standard I.C.: Institutional Integrity “I.C.5.|The institution regularly reviews institutional policies, procedures, and publications to assure integrity in all representations of its mission, programs, and services.” BC embraces its mission… PRC, AC, and AIQ evaluate and revise college policies and procedures as needed to accomplish our mission as student needs change. AIQ ensures that the Strategic Directions are reviewed with input from all the committees, deans, and vice-presidents each fall and spring in order to accomplish our mission ISER 2018, P.53

Standard I.C.: Institutional Integrity “I.C.12.|The institution agrees to comply with Eligibility Requirements, Accreditation Standards, Commission policies, guidelines, and requirements for public disclosure, institutional reporting, team visits, and prior approval of substantive changes. When directed to act by the Commission, the institution responds to meet requirements within a time period set by the Commission. It discloses information required by the Commission to carry out its accrediting responsibilities.” To intentionally embed the accreditation standards in our ongoing work, BC established the Accreditation Steering Committee (ASC) in spring 2010… in spring 2014 ASC became AIQ: the Accreditation & Institutional Quality Committee In addition to steering the college’s preparations for the accreditation self-evaluation, midterm, and follow-up reports, AIQ monitors our institutional effectiveness in an ongoing way to ensure a systematic evaluation of all processes occurs. ISER 2018, P.58

Standard II.A.: Instructional Programs “II.A.1.|All instructional programs, regardless of location or means of delivery, including distance education and correspondence education, are offered in fields of study consistent with the institution’s mission, are appropriate to higher education, and culminate in student attainment of identified student learning outcomes, and achievement of degrees, certificates, employment, or transfer to other higher education programs.” Program Review Committee (PRC), Assessment Committee (AC), and Accreditation & Institutional Quality (AIQ) Committee ensures that we regularly and systematically assess SLOs at the course, program, and institutional levels, and that we evaluate our effectiveness. ISER 2018, P.61

Standard III.D.: Financial Resources “III.D.2.|The institution’s mission and goals are the foundation for financial planning, and financial planning is integrated with and supports all institutional planning. The institution has policies and procedures to ensure sound financial practices and financial stability. Appropriate financial information is disseminated throughout the institution in a timely manner.” All instructional programs and student support and administrative service units submit budget requests through program review. Justifications for requests must be tied to our Strategic Directions coordinated by AIQ committee, as well as long-term planning related to the Educational Master Plan and Technology Plan drive financial planning. ISER 2018, P.120

Standard IV.A.: Decision-Making Roles and Processes “IV.A.1.|The institution establishes and implements policy and procedures authorizing administrator, faculty, and staff participation in decision-making processes. The policy makes provisions for student participation and consideration of student views in those matters in which students have a direct and reasonable interest. Policy specifies the manner in which individuals bring forward ideas and work together on appropriate policy, planning, and special purpose committees It is common to see BC faculty, staff, and administrators among the list of speakers for statewide conferences. This is public evidence that institutional leaders create and encourage innovation leading to excellence. AIQ ensures that review of the Strategic Directions happens with input from all the committees, deans, and vice presidents each spring, and updated as necessary. PRC, AC, and AIQ provide regular reports to College Council, chaired by the college president ISER 2018, P.134

Standard IV.A.: Decision-Making Roles and Processes “IV.A.2.| Institutional leaders create and encourage innovation leading to institutional excellence. They support administrators, faculty, staff, and students, no matter what their official titles, in taking initiative for improving the practices, programs, and services in which they are involved. When ideas for improvement have policy or significant institution-wide implications, systematic participative processes are used to assure effective planning and implementation.” Board Policy, the BC Decision Making Document, and the KCCD Elements of Decision-Making document enable administrators, faculty, classified staff, and students to participate in decision-making processes. Student representation on various decision-making bodies includes: One student: Board of Trustees, ISIT, Academic Senate, AIQ, Assessment, Budget, College Council, Commencement, Curriculum, EODAC, Facilities & Sustainability, Professional Development, PRC, Safety, District Consultation Council. ISER 2018, P.136
