Elementary Hot Topics Summer 2018 Data Quality

What does Data Quality DO? ALL things related to eSchool, TAC, HAC & PEIMS Ensure data is quality & compliant Submit PEIMS data files to TEA Train & provide support Attendance Specialists Registrars TAC Contacts & Teachers HAC Contacts Mark Reporting Contacts Discipline Contacts Data Entry Specialists Counselors Administrators More!

Official Attendance Time (OAT) OAT is mandated by TEA & included in Humble ISD internal audit process Each campus MUST: Select an OAT for the entire school year Campus Attendance Specialist run reports and document OAT daily Campus Administrators monitor & ensure teacher compliance

Discipline Referrals Elementary campuses have a CHOICE! Teachers may use the 2018-2019 Humble ISD Elementary Discipline Referral Form for reporting all offenses (incidents) OR Teachers may track Classroom Issues and report Conduct Referrals through TAC

Discipline Referral Forms (old way) Teacher finds referral form in the tools menu in TAC or Data Quality website (or saved on desktop) Teacher fills out form, saves, and emails to administrator for processing Administrator prints form, decides incident & action codes, enters all information on the form and into eSchool Administrator communicates actions to teacher

Discipline Referrals in TAC (new way) Teacher enters Classroom Issues and/or Behavior Referrals in TAC Administrator views each Behavior Referral in eSchool Resolve Referral (done) Return Referral (needs corrections by teacher) Escalate Referral to Incident (and finish coding the incident in eSchool) Teacher views Administrator Actions in TAC

Discipline Entry Training Information Training is required for NEW personnel discipline data entry clerks administrators who enter discipline data into eSchool Dates: August 7 or 15 (AM or PM) sign up ASAP - sessions fill quickly Make-up session: August 29 (AM or PM) Training includes use of district forms, data entry in eSchool, general discipline rules, and understanding Certify reports for discipline data

What is a PEIMS Discipline Record? a record that is required for each disciplinary action which results in the student’s removal from regular classroom reported at end of each school year a single student can have multiple records throughout school year if removed from classroom more than once for discipline purposes

What actions trigger a PEIMS discipline record? ISS - In School Suspension OSS - Out of School Suspension DAEP - Discipline Alternative Education Program Highpoint Expulsion - JJAEP

Out of School Suspension (OSS) Student may be assigned maximum of 3 days of OSS per incident - NO EXCEPTIONS! OSS for a partial day (even if only one period) is considered one of the 3 total allowable OSS days Know your campus Official Attendance Time when suspending students from school for partial days student at school at O.A.T. = present for day student suspended prior to O.A.T. = not present for day

Out of School Suspension (Cont.) Grades EE-2nd grade may not receive an OSS behavior action code unless they are being disciplined for the following reasons Reason Codes: 04,05,11,12,13,14,27,28,29,30,31, or 32 (major offenses)

Incident Numbers State Discipline Incident Numbers - generated by eSchool when an incident is entered for a student Always link all offenders involved in one discipline event to the SAME incident number! Each offender under one incident can have the same or different types of actions assigned and for the same or different lengths Incident reason code must be the same for all offenders tied to one incident

Multiple Offenses During One Event If more than one offense occurs during the same discipline event, only report the most serious offense in eSchool Use the incident description/comments field in eSchool to document the other offenses that occurred

Discipline Coding Decisions Campus administrator MUST determine correct coding for discipline incidents & actions

Verification of Discipline Data Certify reports are for verification of data; necessary changes in eSchool should be made in a timely manner Campus principal: Email list of staff members to receive weekly PEIMS Discipline Data Scorecard from Certify (AP’s, Principal, Secretaries, etc.) by August 9 to cmaldon@humbleisd.net

Importance of Discipline Data Accuracy Bad data presents an invalid image of the district’s discipline management Safe Schools Report Incident reason codes included for each campus: 11-14, 16-19, 29-32, 36-37, 46-48 Must report each incident using correct incident code

Importance of Discipline Data Accuracy (cont’d) TEA monitors district’s discipline data for anomalies through PBM Discipline Data Validation Process 9 indicators for discipline data validation: 1. Length of OSS >3 days per incident 2. Length of ISS 3. Unauthorized Expulsion of students >10 yrs 4. Unauthorized Expulsion of students <10 yrs 5. Unauthorized DAEP of student <6 yrs 6. High # of discretionary DAEP placements 7. African American discretionary DAEP placements 8. Hispanic discretionary DAEP placements 9. No mandatory expellable incidents for multiple years
