Presentation A brief overview of Portuguese ”horizontal” (trans-Agencies) initiatives The need for coherence / interoperability between different Administrations / Countries Change Management through BENEFITS MANAGEMENT (Cranfield School of Mngmt, UK)

Project : ”PROVISION OF EUROPEAN e-SERVICES” NOT a Technology Project => it´s an ORGANISATIONAL CHANGE project ! Establish priority target group (vs. political correctness) Pre-requisite: common agreed vision from the European Political Leaders/ Institutions Create interoperability conditions Procedural Contents Information Systems Technological

Project : ”PROVISION OF EUROPEAN e-SERVICES” Define / agree who the project owner is Council ? Parliament ? Commission ? God ? Establis objectives / deadlines Monitor Get funding Put pressure on MSs to perform Common Infrastrucutral issues: Central (technical) interoperability framework – PKI, European e-Services Portal) Provision of specific services is responsability of MSs The enlargement 15=>26 does not entail doing different things, it is ”more of the same” (more effort, more money...)
