Presentation transcript:

The Role of DSOs in Smart Grid environment Energy Market Authority (EMV) supervises and monitors the activities of the electricity and natural gas markets and enhances the realization of climate goals Veli-Pekka Saajo – Finland – RT 6a

CEER and Smart Grids CEER co-operates with the Commission and other stakeholders on smart grids The EQS TF is preparing a smart grids status review paper this summer Scope of the paper is an analysis of the current status of smart grids regulation across Europe Veli-Pekka Saajo – Finland – RT 6a

Smart Meters in Finland DSO’s role as market facilitator DSO investments on Smart Meters Veli-Pekka Saajo – Finland – RT 6a

Finnish Regulation Model: Smart Grids Investment incentive: Replacement value updated annually RAB – Smart Meter standard price Depreciation Innovation incentives: Research and Development Costs treated as pass through costs Operative costs: 5 euros per site on active smart meters Roadmap 2020: Smart grids are in key role in achieving trends towards 2020 Veli-Pekka Saajo – Finland – RT 6a

Conclusion: Smart Grids and Regulation – EU coordination needed DSOs are gatekeepers for market participation of active consumers and producers DSO as a manager of ICT infrastructure on data gateways Smart Grids need explicit incentives Risk of non-coordinated investments Risk of underexploited information of smart meters Costs and benefits for smart grids are not equally distributed Veli-Pekka Saajo – Finland – RT 6a
