Structure 1. Focus 2. The logic 3. The process 4. Basic principles A.Mairate, DG REGIO D.1

Shift of focus towards results From actions and financial means to their results (or outcomes) in terms of well-being and progress Means rather than ends Policy effectiveness Shape programme objectives towards intended results A.Mairate, DG REGIO D.1

Intended Results Actual The logical framework Implementing Programming Strategy Other Factors Needs Thematic Priorities Intended Results Actual Contribution Policy Allocated INPUTS Targeted OUTPUTS Achieved A.Mairate, DG REGIO D.1

The process Choosing a policy action : intended result on beneficiaries Baselines and target setting Theory of change Measurement and reporting Impact evaluation A.Mairate, DG REGIO D.1

Basic principles Reasonable: clearly representing a feature of the outcome. Normative: having an accepted interpretation of what is a “favourable” change. Robust: reliable, and statistically and analytically validated. Responsive to policy: potentially responsive to policy in a significant way (not remote). Feasible: not imposing too large a financial burden, if any. Debatable: timely available to the stakeholders and subject to revision. A.Mairate, DG REGIO D.1
