Evaluation of the ESF contribution to the EES Presentation of the Consortium and of main topics at the ESF partnership meeting 18th November 2009, Brussels

Why this evaluation? ESF contribution is obvious: ESF is naturally and officially linked to EES The objectives are more or less the same The same stakeholders are involved Why then this evaluation? To make this “natural” contribution visible? To make Community Added Value visible?

Data sources Documents (NRP, OP, evaluation reports) Interviews with ESF and EES responsible Delphi – surveys (experts) Case studies: interviews with policymakers, evaluators, action managers and others for case studies – varies depending on what contribution case to study

Information needs Governance: the decision process in relation to NRP and ESF and the alignment of NRP and ESF (strategic) Identification of contribution cases (as specific as possible – examples of ESF contribution) Cases: examples of ESF contribution in terms of volume, scope, innovation and process Cases: further evidence of ESF contribution (intervention logics) Information about potential influence of ESF on other components of the EES (like OMC and MLP) and vice versa
