WEAKNESSES AND STRENGHTS OF THE SURVEY DARK NUMBERS OF CRIME : SO WHAT? LEAGUE TABLES OF CRIME: DENIALS/CRITICISMS

WEAKNESSES AND STRENGHTS OF THE SURVEY PRODUCTION OF COMPARABLE CHANGE ESTIMATES AS BENCHMARKS (TREND DATA THAT ARE MORE RELIABLE THAN POLICE FIGURES OF CRIME)* DATA ON TRENDS IN POLICE PERFORMANCE, INCLUDING VICTIM RECEPTION AND ASSISTANCE *HEALTH WARNING: FUTURE TRENDS IN POLICE FIGURES OF NEW MEMBER STATES WILL REFLECT IMPROVEMENTS IN POLICE PERFORMANCE RATHER THAN INCREASE IN CRIME !!!

POSSIBLE IMPLICATIONS FOCUS ON TYPES OF CRIMES THAT ARE UNIVERSAL ACROSS THE EU ? SECONDARY FOCUS ON MONITORING POLICE PERFORMANCE? CHOICE FOR PERIODICITY RATHER THAN SIZE ? (EXECUTION AT LEAST BI-ANNUAL) CONTINUITY WITH ESTABLISHED SURVEYS ?

DATA COLLECTION CAPI AND CATI ARE BOTH GOOD ENOUGH BUT SURVEY METHODOLOGY IS RESOURCE-DRIVEN CATI : A WINDOW OF OPPORTUNITY THAT IS CLOSING DOWN ? CAWI: A PROMISE THAT HAS NOT (YET) BEEN FULFILLED ?

IMPLEMENTATION MODALITIES WHEN DATA COLLECTION IS IN THE HANDS OF NATIONAL AGENCIES, HOW TO ENSURE COMPLIANCE? WHEN DATA COLLECTION IS EXECUTED BY ONE CONTRACTOR, HOW TO CREATE SENSE OF OWNERSHIP? PUBLICATION OF RESULTS IN EU CRIME REPORT ?
