Why ESARR 5? - Maintaining and improving safety EUROCONTROL Why ESARR 5? - Maintaining and improving safety "Numbers of ATM-related accidents and serious incidents shall not increase, and where possible decrease" - (MATSE 6, Jan 2000) - Increases in traffic levels - Evolving technology, - Increase in automation, - Development of new skills, knowledge 2020 1997 7.0 million flights Traffic doubles over 20 years 16.0 million flights RVSM ADS LINK 2000 8,33 GNSS RNAV PRNAV The greatest challenges of all at this time are, without doubt, to preserve tolerable safety levels and to safeguard the confidence of the general public. If we do succeed in this, all other plans we have for developing the ATM system will not be achievable. So exactly what is it we have to do to realise success? ECAC Transport Ministers have set the goal – as a minimum,we need to match today's accident numbers – not rate – and wherever possible do much better than that – and this is in an environment of rising traffic levels over the longer term. So we need to become safer year-on-year and, if we relate this to traffic forecast, we need to double safety over 15years. One thing is therefore certain, If we simply carry on doing things the way we do them today, we will fall behind this target, We need to do more – additional things – but which things? Which developments will reap the biggest dividends in terms of safety?And what is our baseline?

ESARR 5 - ATM Services‘ Personnel THE OBJECTIVES The safety objectives pursued are: to ensure the competence and where applicable the satisfaction of medical reqs. of ATM services’ personnel responsible for safety related tasks within the provisions of ATM services

ESARR 5 - ATM Services‘ Personnel (ATCOs) Requirements Before granting an ATC licence …. the applicant has been assessed as competent (5.1.2.6) Before granting a Student ATC licence… has undertaken the appropriate initial training and passed any associated examinations or assessments… to undergo OJT … (5.2.1.7) Implement procedures or require units to have procedures for ongoing competence … to maintain competence (5.2.1.11) Procedures are subject to audit (5.2.1.12) Requirements for Designated Authority or NSA in the SES

ESARR 5 - ATM Services‘ Personnel (ATCOs) Requirements for Designated Authority or NSA in the SES General Requirements Ensure by appropriate regulation that ATM Personnel is competent (5.1.1) Requirements for Air Traffic Service Provider General requirements Ensure at ATS Units that ATM personnel is competent (5.1.2)

CONCLUSIONS ESARR 5 is related to English language proficiency through notion of competence ESARR 5 is a high level regulatory requirements document, so it does not contain the means to achieve English language proficiency ESARR 5 complement ICAO Annex 1 provisions and as such there is no need to establish new criteria/requirements for language proficiency No means of compliance have yet been determined (related to ESARR 5) Designated Authorities/NSA have their role to play within the implementation of ESARR 5 requirements (rulemaking and oversight functions)

CONCLUSIONS Tools to be developed Ways to apply language proficiency requirements (guidance material) Assessment of means to comply Co-ordination with other bodies to ensure consistency and avoid duplication (EC, JAA/EASA, ICAO)
