Review of Auckland’s Signage Bylaw 2015 BID Programme Development Meeting 25 February 2019

Why are we reviewing the Signage Bylaw 2015? The bylaw was adopted May 2015 – a joint bylaw with Auckland Transport (AT) Must be reviewed by May 2020 (Local Government Act 2002) Creates an opportunity to assess the effectiveness and coverage of the bylaw Currently seeking early input from stakeholders

The Signage Bylaw 2015 – its purpose The bylaw regulates signage used by businesses, organisations and individuals that is on or visible from a public place (including roads). Note: Excludes street signs and traffic lights etc

What the Signage Bylaw 2015 regulates Auckland’s Signage Bylaw 2015 includes: Does not cover: Free standing signage Veranda signage Wall mounted signage Window signage Changeable message signage Static illuminated signage Portable signage Stencil signage Poster signage Banners Vehicle signage Signs advertising commercial sexual services Real estate signs Signs for community events, regional and major events Major recreational facilities Signs in public open spaces Signs in coastal marine areas Billboards, signs on development sites and heritage buildings - Section E23 of Unitary Plan Types Local government elections - AT Election Signs Bylaw 2013 NZTA State Highway Control Manual General elections - AT Election Signs Bylaw 2013 NZTA State Highway Control Manual Electoral (Advertisements of a Specific Kind) Regulations 2005 Uses Note: Also excludes street signs and traffic lights etc Signs on state highways - NZTA (Signs on State Highways) Bylaw 2010 Locations

The Signage Bylaw 2015 – its purpose The purpose of the bylaw is to: enable organisations to advertise their products, services and activities ensure traffic and pedestrian safety on roads and in public places minimise offensive content assist in maintaining Auckland’s visual amenity Note: Excludes street signs and traffic lights etc

What is the bylaw review covering? The bylaw review is considering the following questions:   do we still need a bylaw? how effective is the current bylaw? how can we improve the bylaw?    should other types of signs be included e.g. new technologies? should the bylaw include rules for election signs – currently in a separate bylaw?

Seeking early input from business stakeholders Are there particular signage issues OR signage rules that create problems for businesses? Which standards in the current bylaw need to be amended? Should the bylaw allow for other types of signs, including new signage technologies? Is the current bylaw easy to understand and use? Should we make changes to the way the bylaw is written and presented?

Seeking early input from business stakeholders We are seeking input about signage issues and the current bylaw through: an online survey potential workshops for the BIDs and BAs that would like an opportunity to meet with council staff public submissions on any proposed changes to the current bylaw – in early 2020
