What is a shutdown??? A government shutdown happens when Congress cannot agree on a yearly budget Political parties usually disagree about money If there is not budget passed by September 30th, Congress has to pass a continuing resolution until details are worked out. If they cannot agree, non-essential parts of government will shut down
