Sustainable Blue Economy Conference Nairobi, Kenya MTCC-Africa Side-event 27th November 2018 Good afternoon ladies and gentlemen, The purpose of this presentation is to outline what are the plans for GMN sustainability. And also to focus on what are some of the key areas that MTCCs might focus upon after 2020. And answer the questions of how are MTCCs to be sustained? and what are the types of activities they will focus upon? The Global MTCC Network (GMN) project is funded by the European Union and implemented by IMO The views expressed in this presentation can in no way be taken to reflect the views of the European Union

Sustainability of the GMN DRAFT Sustainability of the GMN

IMO GHG reduction strategy & GMN DRAFT IMO GHG reduction strategy & GMN MEPC 72 - Initial IMO GHG Strategy, paragraph 5.5: “the Organization is requested to assess periodically the provision of financial and technological resources and capacity-building to implement the Strategy through the ITCP and other initiatives including the GloMEEP project and the MTCC network”. So the first point to make is that MTCCs are now closely tied to the IMOs GHG strategy for reducing emissions from the shipping industry. Which sets a target for a 50% reduction in carbon emissions by 2050. Member states have recognised how important is the role of the MTCC Network to realise the IMOs ambitious GHG targets. Moreover, the IMO’s Strategy Paper specifically references the MTCCs in regards capacity-building, technical cooperation and R&D. Recognising the important role of the MTCCs, there is now a proposal from IMO member states for the establishment of a voluntary multi-donor trust fund to sustain the GMN. At the next MEPC, draft terms of reference for the proposed trust fund will be discussed by member states. GMN sustainability: Short-term and long-term options DRAFT GMN sustainability: Short-term and long-term options Building capacity and achieving sustainability Support implementation of GHG reduction strategy IMO Voluntary Multi Donor Trust Fund GMN Project Non-cost Donor Support GMN Phase II Now, when we think about the GMN sustainability we must think what can be done in the short term and what are the longer term options. The picture is as follows: We are currently is this 2016-2019 first phase. In the short term we now have the possibility of an extension for an additional year. This proposal is currently under discussion with our EU partners. The intention is that this additional year will help bridge to the longer term options. These longer term options will include: the establishment of a VMDTF, securing donor support – either directly to MTCCs and/or through IMO and MTCCs building regional industry alliances MTCC generated funds (Regional industry alliances) 2016-2019 2020 2021-

GMN Phase II – Focus areas DRAFT GMN Phase II – Focus areas I would like to give some examples of the key areas where MTCCs might focus their work in the future.

Green / Smart ports DRAFT The first focus area is on Green Ports… Here there is huge potential to improve energy efficeincy through the introduction of digital infrastructure which can reduce the time vessels wait to enter and leave ports and therefore reduce the speed of vessels to approach the ports. Another area of green ports initiative, is the introduction of shore based power supply, which means vessels can turn off their auxillary engines at port and use cleaner sources of energy And then there are efficiency improvements that can be made across the port operations. Which might mean changing the lighting system or the way large vehcles are opertaed. There are many different componants. The end result of these measures is the reduction of GHG emissions. In all these areas MTCCs can play a key role to:                                                                                                         I.            Raise awareness with key stakeholders across their regions                                                                                                       II.            Coordinate key stakeholders to implement new technologies and practices at selected ports III. Impact measurement. – providing quantifiable results in terms of GHG reduction.

Port improvements DRAFT Another key area for MTCCs in the future is improving energy efficiency through retrofitting existing vessels. In this regard MTCC-Pacific is currently installing solar panels on a pilot vessel. The installation will reduce emissions from the auxiliary engines and very importantly will showcase to the vessel operators in the pacific the benefits of solar system installation on board the vessels in terms of reducing greenhouse gas emission and fuel cost savings. The idea is that this type of work could be hugely expanded in the future across all the regions and with a greater number of pilot vessels. Again, the target is to have quantifiable results in terms of GHG reduction.

DRAFT GHG reductions Ultimately, the work of the MTCCs (both now and in the future) is to help ensure that over the next 25 – 30 years we do not see an increase in emissions from shipping, as some scenarios have projected, but rather we see emissions stabilized and then reduced. This type of reduction is only possible if we take the necessary action now, and support the type of initiatives like the GMN. There is also the potential for huge cost savings for the private sector through the reduction of fuel consumption. And for this reason there is even greater possibility for partnership between the public and private sectors. Which as I mentioned before might be critical for the GMN sustainability.
