Item 8 – Learning mobility data in UOE Eurostat Education and Training Statistics Working Group - Luxembourg, 18-19 June 2018

Learning mobility in UOE Defined as physical crossing of national borders to participate in tertiary education Excluded: distance learning, foreign-based institutions in a home country of a student Main concepts: country of origin and country of destination degree and credit mobility UOE Manual, section 2.8 and 2.11 Methodological Manual on LM Eurostat Education and Training Statistics Working Group - Luxembourg, 18 -19 June 2018

Learning mobility in UOE Degree mobility Credit mobility Statistical unit Students and graduates Graduates Provided by Country of destination Country where graduate was enrolled Type of mobility Inward Outward Geographical scope Data provided by ESS countries to Eurostat and some non-ESS countries to OECD and UIS Data provided by ESS countries Eurostat Education and Training Statistics Working Group - Luxembourg, 18 -19 June 2018

Learning Mobility in HE benchmark EU benchmark: By 2020, an EU average of at least 20 % of higher education graduates should have had a period of higher education-related study or training abroad, representing a minimum of 15 ECTS credits or lasting a minimum of three months. Scope: outward mobility Not measured → it requires worldwide data and two types of mobility data (degree and credit mobile graduates) Eurostat Education and Training Statistics Working Group - Luxembourg, 18 -19 June 2018

Learning Mobility in HE benchmark Definition in Eurostat Methodological Manual on LM: Number of EU-origin mobile graduates (i.e. either credit or degree mobility categories, with a minimum length of 3-month stay abroad) expressed as a percentage of all graduates whose origin (i.e. country of upper secondary diploma) is in the EU: Eurostat Education and Training Statistics Working Group - Luxembourg, 16 -17 June 2015

Learning Mobility in HE benchmark The reference population (denominator) is the population of graduates with country of origin in the EU. The numerator is a subset of this population (those qualifying for being deemed as mobile), The data on degree mobile graduates with origin in the EU needed from non-EU countries. Eurostat Education and Training Statistics Working Group - Luxembourg, 16 -17 June 2015

Degree mobile students and graduates Degree mobility is defined as the physical crossing of a national border to enrol in a degree programme at tertiary-level in the country of destination Measured within each tertiary ISCED level (ISCED levels 5 to 8 according to the ISCED 2011 classification) in relation to the country of origin i.e. country where upper secondary diploma was awarded or the best national estimate Data collected since 2013 Data in UOE17 not provided by: FR (end of derogation in 2017), SK – reminders will be sent Eurostat Education and Training Statistics Working Group - Luxembourg, 18 -19 June 2018

Degree mobility - Country of origin Commission Regulation 912/2103: country where upper secondary diploma was awarded or the best national estimate Different concepts are applied in EU countries (UOE17): Upper secondary diploma (14 EU Member States) Previous education (1 EU Member State) Citizenship (5 EU Member States) Usual residence/Previous residence (8 EU Member States) For compilation of outward mobility indicators it would mean use of inward mobility country data based on different criteria. Are more countries planning to move to "upper secondary diploma" criteria? Eurostat Education and Training Statistics Working Group - Luxembourg, 18 -19 June 2018

Degree mobility Data published by Eurostat: inward mobility reported by ESS countries by country of origin Needed for LM benchmark: Outward mobility (outward data for a given country compiled based on data provided by other countries) Worldwide coverage (data reported to OECD and UIS by non-ESS countries for EU-origin graduates, incomplete e.g. no data on mobile graduates from USA) To be possibly compiled by other institutions, not Eurostat Eurostat Education and Training Statistics Working Group - Luxembourg, 18 -19 June 2018

Credit mobile graduates First transmission of data on graduates who have had a 'credit mobility' stay in UOE 2017 (referring to the school/academic year 2015/2016 as defined nationally or the calendar year 2016) Data not provided by: BE, EE, IE, PL (derogation), IS, TR – reminders will be sent Guidelines are available on Circabc (Learning Mobility Manual + Questions/Answers on credit mobility) Eurostat Education and Training Statistics Working Group - Luxembourg, 18 -19 June 2018

Credit mobile graduates Credit mobility is defined as temporary tertiary education or/and study-related traineeship abroad within the framework of enrolment at "home institution" for the purpose of gaining academic credit. Within scope of formal education and leading to a degree. Types of mobility: academic lessons and/or work placement/internship/traineeship provided that they are relevant for study programmes in which students are enrolled. Eurostat Education and Training Statistics Working Group - Luxembourg, 18 - 19 June 2018

Credit mobility – new online tables Eurostat Education and Training Statistics Working Group - Luxembourg, 18 -19 June 2018

Credit mobility Data published by Eurostat: Outward mobility Reported by ESS countries by country of destination Data collected on credit mobility of all graduates in the home institutions of the reporting country regardless of their country of origin At least three months abroad (more than 15 ECTS points) in online tables (educ_uoe_mobc1 and mobc2) and less than three months abroad (educ_uoe_mobc3; voluntary provision) Needed for LM benchmark: Number of credit mobile graduates who were not degree mobile (i.e. those who had their upper secondary education diploma in the reporting country) Collected in CREDMOB1-SCHEME by ISCED and sex Missing: CZ, EL, HR, HU Equal to total number of credit mobile graduates: DE, MT, RO, SE Eurostat Education and Training Statistics Working Group - Luxembourg, 18 -19 June 2018

Future of the LM benchmark Ongoing reflection in DG EAC on the definition of the benchmark post-2020 Decisions to be taken on the type (inward/outward), geographical scope (ESS/worldwide) – related to that compiling entity (Eurostat/other) Eurostat data as set in Commission Regulation 912/2013 within the remit of its competence: ESS countries Methodological documents developed by Eurostat and Task Force in 2013 available on CIRCABC Eurostat Education and Training Statistics Working Group - Luxembourg, 18 -19 June 2018

Summary The ETS WG has been informed on the state of play of the UOE data collection on Learning Mobility Eurostat Education and Training Statistics Working Group - Luxembourg, 18-19 June 2018
