Training Hub Background Establishing the Primary Care Academy Cheshire and Merseyside Primary Care Academy (PCA) – A Training Hub Collaborative Training Hub Background Establishing the Primary Care Academy 2015-2017 2018 In recent years it has been recognised that the move towards place based care requires greater focus on developing community and primary care workforce, whilst considering cross system workforce solutions. In 2015 & 2016 HEE NW launched a new initiative to develop Enhanced Training Hub across the region, taking the learning from the training hub model that had been developed in South Yorkshire to increase student nurse placements in general practice. Six Training Hubs were established across Cheshire and Merseyside. Over the last 3 years the remit of the Training Hub has expanded to ensure we grow primary care workforce by: Becoming a more attractive career choice Creating an engaged and empowered workforce Establishing career pathways in all parts of the system Key result areas have focused on: Promoting and coordinating non-medical student placements and increasing nurse mentors in general practice Promoting careers in general practice Supporting new roles in general practice – i.e. Physician Associates and GP Assistants In 2017 HEE announced that there was no plan to develop more training hubs, so the existing training Hubs were asked to consider how they could support all CCG areas. The overarching objective for the Training Hubs is to support with the growth and development of the primary care workforce in Cheshire and Merseyside. For 2018 HEE asked the six training hubs in Cheshire and Merseyside(C&M) to consider how they could work collaboratively to deliver more workforce projects at a larger scale. The C&M Training Hub collaborative secured funding for the core work until 2019 and additional projects across C&M. Each Training Hub agreed to lead on a number of these projects and it was agreed to rebrand the collaborative as a Primary Care Academy:

Promoting Careers and Engagement Increase student nurse placements by 15% Support Care Communities & work with HEIs to establish and coordinate new and existing placements Promotion and coordination of Physician Associate students across Cheshire and Merseyside Promotion and coordination of apprenticeships across Cheshire and Merseyside Promotion and coordination of work experience across Cheshire and Merseyside Support the Place Based Tariff pilot (Cheshire) Southport & South Sefton ETH. Funded through PA Placement Management Funding £24k. Bollington ETH. Funded through Apprenticeship Promotion and Coordination programme, £38k March ‘18 to Feb 2019. Sunlight ETH. Funded through Work Experience programme, £5700 March ‘18 to Feb 2019. Grosvenor & Bollington ETHs. Part funded through Core work but additional funding/ resource needed to allow level of involvement required.

Cheshire and Merseyside Primary Care Academy & Training Hub Projects- 2018/19 Focus Area Projects Lead Training Hub (ETH) & Funding Source Support education and development Delivery, coordination and promotion of GP Assistant programme (60 learners in total) Develop GPN Preceptorship and Induction Establish GPN Lead Mentor role – additional funding sourced to roll out across C&M Develop GPN Mentors, level 1, 2 and 3 Spinney ETH. Funding will be required to support any future training programme Grosvenor ETH. Funded through Preceptorship & Induction project, £3.5k March ‘18 to Feb 2019. All Training Hubs. Core work - Included in Core £40k funding, August 2018 to July 2019. Identify workforce requirements to enable service delivery Develop the C&M Primary Care Academy, including coordinating and promoting the work undertaken by the Training Hubs. Establishing a leadership and development framework to support the PCA and Training Hubs Develop a PCA website and communication strategy Develop a workforce management (e-rostering) solution to support with student placements in general practice Bollington & Spinney ETHs. Included in £18.5k funding for Promotion and Coordination of PCA, March 2018 to Feb 2019. Bollington & Spinney ETHs. Scoping funded through £18.5k funding for Promotion and Coordination of PCA, March 2018 to Feb 2019, but no current funding to support with any leadership training requirements. Bollington ETH. Funded through Website management project, £7.6k March ‘18 to Feb 2019. Bollington ETH. £50k funding for consultancy fees to GE, ETH costs part covered by funding for Promotion and Coordination of PCA. Additional funding required to explore all workforce management tools (APEX, Insight, WRaPT, PARE, e-rostering tools) to clarify best use in primary care and make recommendation for further tools (adaptions) as required.
