Temporary Use Permit: 3080-20-06 130 Ioco Road Good Evening Mayor and Council The purpose of this presentation, is to present for Council consideration a Temporary Use Permit application to allow for a temporary parking lot and storage uses at 130 Ioco Road. Regular Council November 13, 2018

Background Translink Storage Facility Project Located behind U-Haul in Coquitlam December 2018 to January 2020 Some of Westwood Honda’s and U-Haul’s vehicles will need to be temporarily to 130 Ioco Road TransLink has acquired a portion of the Canadian Pacific Rail right-of-way to expand their storage facility for 30 to 40 SkyTrain vehicles just east of the Port Moody city boundary. Additional railway tracks will be built adjacent to the existing tracks to store the SkyTrain vehicles. Construction is scheduled to commence in December 2018 and be completed by January 2020. To facilitate the expansion of the existing vehicle storage facility, TransLink will be gaining access via the Barnet Service Road and between the Westwood Honda in Port Moody and U-Haul in Coquitlam. As such, some of Westwood Honda’s and U-Haul’s vehicles will need to be temporarily relocated from this area to the proposed location at 130 Ioco Road to create access space to the TransLink lands.

The current CD 40 Zone does not allow for a parking lot or unenclosed storage as a primary use. The site is currently vacant. The applicant is proposing to construct a temporary parking lot and storage area to accommodate construction of a SkyTrain storage facility. The site will be used for staff parking by Westwood Honda, trailer parking by U-Haul, and parking and storage for TransLink’s contractor. The applicant has indicated that there will be no customers accessing the property and no vehicles will be displayed for sale or rent. The site plan (Attachment 1) shows separated sections allocated for Westwood Honda, U-Haul, and TransLink. The U‑Haul section accommodates a total of ten parking stalls; the Westwood Honda section accommodates a total of 40 parking stalls; and the TransLink section will be used as a laydown area which will also accommodate approximately ten vehicles. Access is proposed to be off Ioco Road and the perimeter of the site will be fenced. Barnet Highway

Proposed Art Showcase Opportunity for vinyl wrap around fencing to become a showcase similar to a gallery. Details include: 13 photographs to be used as graphics for the vinyl wrap; an information panel about the artists; a payment of $100 to each artist for a one-time use of the photographed artwork; $200 in additional funding to pay for staff time to create the information panel; and the total cost of $1,500 would be funded by the City’s Artwork Reserve if approved by Council. The applicant has indicated that the full perimeter of the site will be screened with a vinyl wrap around the fence. The applicant indicated willingness to add basic visuals and/or text to the vinyl wrap. Through the review process, Community Services staff identified opportunities for local art to be displayed at this prominent site. The applicant is willing to print and install the wrap while the commission of the artwork will be taken out of the City’s Artwork Reserve. Details include:   13 photographs to be used as graphics for the vinyl wrap; an information panel about the artists; a payment of $100 to each artist for a one-time use of the photographed artwork; $200 in additional funding to pay for staff time to create the information panel; and the total cost of $1,500 would be funded by the City’s Artwork Reserve if approved by Council.
