Project Law Enforcement Agreements Portland General Electric Tony Dentel

Pelton Round Butte Project License issued in ,000 Acres of Land comprised of Tribal, Federal and Private ownership. Includes Lake Billy Chinook and Lake Simtustus.

Lake Billy Chinook 3 distinct rivers combine as 4000 surface acres. Among the highest visited lake in Oregon. USFS, State and private recreation sites including 2 full service marinas, houseboat rentals, 5 campgrounds, 4 developed day use areas and dispersed sites. Year round use for angling and water sports.

Lake Simtustus 80% of Lake has 10 MPH speed limit. Tribal and Private recreation sites including 2 marinas, 3 campgrounds and 2 day use areas. 50% of shoreline is CTWS Reservation. Primarily seasonal use.

Law Enforcement Agreement Components Provides for the enforcement of provisions in Terrestrial, Recreation and Cultural Resources Management Plans. Funds 2 (FTE) County Deputies year round. Coordination with other agencies and programs. Annual Reporting.

Enforcement Needs/Priorities Recreating Public Safety On water boat patrol Road Closures Illegal ATV use. Patrol of sensitive Cultural and Historic sites. Patrol of sensitive wildlife areas. (raptor nests) Fish and Game regulations. Campground and Day Use Area support.

Needs/priorities cont. Trespass on Tribal lands. Big Game hunting program support. Dispersed use area regulations.

Challenges Lack of interjuristictional agreement Tribal members exempt from State laws on sections of reservoirs. Reduced funding from State Marine Board Lack of authority to enforce Rec area rules. Communication system deficiencies. Checkerboard of project land parcels

Solutions Agreement between County and Tribes to cross deputize officers. LEOs participate in resource working group meetings. Regular coordination with state and tribal law enforcement agencies.

Solutions Improvements to communications systems. New County ordinance for project wide Recreation area regulations. Updated maps and GIS info.

Moving West

Clackamas River Project Over 4000 acres, most of it on Mt. Hood National Forest (USFS) 5 reservoirs with Public Access. 8 campgrounds and 3 Day Use Areas. Primarily season use.
