Safety Program Changes in FY12 Budget Highway Safety Improvement Program Eligibility & Flexibility Safety Performance Management Rural Road Safety Highway Safety Data Improvement Program (HSDIP)

Highway Safety Improvement Program Increases flexibility to use HSIP funds for safety projects under other sections from 10% to 25% Ends transfers of HSIP funds to other (non-safety) programs unless performance targets are met. In lieu of HRRRP, States must spend 10% of their HSIP funding on rural safety projects. Systemic safety improvements & road safety audits emphasized as eligible Eliminates railroad crossing safety set-aside. Rail projects remain eligible for HSIP funds.

Highway Safety Data Improvement Program Establishes HSDIP Supports collection of more complete and accurate roadway inventory data on state basemaps. Provides States with necessary safety analysis tools and information to use data to make better safety investment decisions.
