Developing an IDP policy National consultative workshop Kabul, 14 – 15 July 2012

About the workshop Background to the national consultative workshop Purpose of the workshop Content of the workshop Envisaged outcome of the workshop

Who is an IDP? Internally displaced persons are persons or groups of persons who have been forced or obliged to flee or to leave their homes or places of habitual residence, in particular as a result of or in order to avoid the effects of armed conflict, situations of generalized violence or natural or human-made disasters, and who have not crossed an internationally recognized state border.“

Putting into context Why is it difficult to identify who an IDP is? Multi-causality of internal displacement in Afghanistan. Internal displacement in rural and urban contexts. Internal displacement in the context of refugee returns and migration. Absence of documentation and registration

When does displacement end? A durable solution is achieved when internally displaced persons no longer have any specific assistance and protection needs that are linked to their displacement and can enjoy their human rights without discrimination on account of their displacement.
