Meeting With Public January 30, 2019 David Thompson Elementary Westsyde Elementary Proposed Catchment Change Meeting With Public January 30, 2019

Agenda Introductions Background Enrollment projections and pressures Proposed Catchment Advantages/Disadvantages Costs and Capital Improvements Feedback Process Presentations from public

Background School Catchments are not permanent. Each school has a limited capacity and the neighborhood that it serves is constantly changing. Changing demographics and legislative changes can affect the enrolment of the school. Periodically the Board of Education will review school enrolments relative to catchment areas and make changes where necessary. The recommendation for a David Thompson Elementary Catchment change is to provide appropriate student enrolment levels to maintain quality educational programs supported by appropriate staffing levels.

District Enrolment Projections

Kamloops Area Schools Capacity Utilization 2018-2019 100% 2023-2024 107% 2028-2029 110%

Areas With Significant Enrolment Pressures David Thompson Elementary Westmount Elementary Southwest Sector Elementary Schools Juniper Ridge Elementary Dallas Elementary Brocklehurst Middle School Valleyview Secondary Sa-Hali Secondary

Areas With Significant Enrolment Pressures Several elementary schools over 400 students Discussions with Principals – 420 to 450 students is considered maximum Catchment changes determined on an individual school basis

Implementation Strategy Interim Measures – Next 5 years School District has not received capital funding, and will need to respond to enrolment pressures internally

Implementation Strategy David Thompson Elementary Catchment Change – Re-open Westsyde Elementary McGowan Park Elementary School 1 new portable and catchment change if required Juniper Ridge Elementary 1 more division and catchment change if required Dallas Elementary Several Elementary Schools New portables and repurpose rooms

Implementation Strategy David Thompson Elementary Change catchment and re-open Westsyde Elementary

Proposed Catchment Change

Westsyde Elementary

Catchment Change Advantages Relieves the current space pressures at David Thompson Elementary David Thompson Elementary and Westsyde Elementary would have dedicated space for Learning Assistance, inquiry, preparation, partner agency meetings, increased access to common areas such as gymnasium and library and more locker space for students. Relieves the current pickup/drop off parking issues.

Catchment Change Advantages for students More access to school teams EDI data supports having dedicated space to support the inclusion of students with emotional and social needs Extra space can be utilized by specialized programs such as Music, Maker Space, Inquiry projects, Drama etc. Shorter walking distances to school

Catchment Change Disadvantages Potential separation of friends

Westsyde Elementary Costs Operating costs - ~$185,000 administrator, clerical, custodian, utilities Capital costs – ~$1,062,000 Capital costs will be partially offset ($480,000) in future years as the portables from David Thompson will be relocated, resulting in fewer portables being purchased

Westsyde Elementary Capital Improvements The objective will be to ensure that Westsyde Elementary is of a similar standard of other elementary schools in the district. Infrastructure WIFI and technology Accessibility upgrades Painting – Interior and Exterior Lighting upgrades Flooring upgrades Miscellaneous renovations

Westsyde Elementary Capital Improvements Furniture Equipment Library books, shelving etc. Playground Play area paving

Before and After School Care Currently using gym mezzanine at Westsyde Elementary There should be a space available at one of the two buildings.

If the Board of Education Approves the Catchment Change Renovations and capital improvements Hire principal Purchase supplies My-Ed BC and notification of student placements Creation of school website
