Impressions from the current cycle? Still - work in process Discussions are at a more advanced level, more substantial, more results oriented Greater adherence to planed process More consistency, especially at indicator and delivery discussions, ICI and RSS departments were particularly active as they are behind on their reform strategies. Clearer vision of FIPs, but recognition that documents have several purposes (concrete plan, advocacy, strategic vision, monitoring). As Agency moves forward discussion on the need for a Work Plan in addition to FIPs/HIPs will start. More difficulties than before to establish envelopes
