Independent Monitoring Unit IMU, E&SED - GoKP

Establishment of IMU Independent Monitoring Unit (IMU) under the Elementary & Secondary Education Department, Govt. of Khyber Pakhtunkhwa has been established to put in place a monitoring mechanism for 27,416 Government Schools that would ensure improvement in quality and governance of the Education Sector.

Provides data against a set of 11 key education indicators. Introduction Data Collection from March 2014 on a monthly basis to monitor the education service delivery in the province. Provides data against a set of 11 key education indicators. Surveys collects data over 96% schools in the 25 districts every month. 100% schools covered in 2 months at most.

Process of Data Collection

Ensuring Data Quality The DCMAs collect data based on a randomized cluster of 50-55 schools. The roster is changed every month by default. Updating data through android app. Time of data entry recorded by default to avoid data tampering. Configuration of the geo-location of the DCMAs when they update the data Fixed set of indicators given to DCMAs by default Data is not updated without the e-signatures of the Head Teacher of each school ‘Spot check’ mechanism of 20-40 schools by DMO monitoring Over 96% of all the schools are visited by the DCMAs. 100% school visits are completed in a span of two months The DCMAs also collect pictures of the school that are updated on the database

Corrective Measures As of November 2015, dashboard and data on certain indicators has been made public on the IMU official website. Corrective actions resulting from IMU data Operationalization of over 300 non-functional/closed schools Action taken against over 8,000 teachers on negligence of duty Rs. 80 million recovered through salary deductions from non-authorized leaves of teaching and non-teaching staff Over 300 teachers and school staff terminated/compulsory retired School Closure decreased from 11% to 1.1%. (Almost 100% Improvement)* Teacher absenteeism decreased fro 23% to 16% (7% Improvement)* Enrollment attendance gap dropped from 48% to 21% (27% Improvement)* * As of May 2016 data
