Advice Services in London  Advice at a crossroads: responding to advice needs in 2018

Advice at a Crossroads? Philanthropic:    Toynbee Hall’s Poor Man’s Lawyer in 1898 and the rise of the Labour movement             Emergence of the Welfare State: WWII anti- panic measures and the post War compact Rights & Campaigns: Student movement, Women’s movement, education and self help, community and grass roots activism     There Is No Alternative: New relationship between state and citizens, Community Programme and One Nation

Advice at a Crossroads? And forward to what? The Third Way: co-opting voluntary sector into government policy delivery, more professionalization, introduced managerialism Austerity and end of legal assistance: LASPO, cuts to all government funding, disenchantment with voluntary sector, rise of pro bono, increased use of IT And forward to what?

Possible Destinations? Scenario 1: Client’s problems reduce and/or are dealt with earlier on. The advice sector’s capacity and shape are adequate to meet the demand from those people who really need help

Possible Destinations? Scenario 2: Client’s problems increase and become more complex with fewer solutions to offer. The advice sector’s capacity and shape means it is able to meet the increased demand.

Possible Destinations? Scenario 3: Client’s problems reduce and/or are dealt with earlier or by other means. The advice sector has shrunk to a small set of core services.

Possible Destinations? Scenario 4: Client’s problems increase and become more complex, escalate quickly, are long lasting and difficult to resolve. The advice sector core funding has shrunk to a fraction of current value.
