All Clubs have to have their finances in order!!! In today’s GAA All Clubs have to have their finances in order!!!

The Revenue are watching The Black Economy! The Revenue are watching Paid Managers- Breach of Rule which has a massive legal implications for the Club

Good Financial Management at Club Level Why is good financial management important: Safety of Club Officers Protection of Club Assets Club Reputation GAA Rules, Legal Issues and Compliance Club Finances should be open to scrutiny and there should no culture of secrecy

Good Financial Management at Club Level Club Treasurer: Responsible for all Club finances in conjunction with the Club Secretary and Club Chairperson “Chief Financial Officer” of the Club (huge responsibility!) Larger Clubs should elect an assistant Treasurer to support the Club Treasurer

Good Financial Management at Club Level The Club Treasurer should.... Oversee the Club Accounts which includes; records of all income and expenditure (which includes keeping invoices, bills and receipts). Records all Cash received and ensures this money is lodged into the Club Account Provides Club Committee with a monthly written report of Club Finances

Good Financial Management at Club Level The Club Treasurer should.... Prepare and presents and set of audited accounts to the Clubs AGM (Rule 8.5 of GAA official guide highlights that club members should get a copy of the Finance report in advance of the AGM). Club Constitution Rule 11.6: All Club Accounts Must be audited in advance of the AGM Cheques must be co-signed by the Treasurer and either the Chairperson or Secretary (Rule 11.1)

Good Financial Management at Club Level Suggestions: Move to on-line banking The Treasurer, Chairperson, Secretary and Assistant Treasurer should form a Finance Committee in the Club to oversee finances The Club should secure the services of an Accountant to provide auditing services and support 4) Club Treasurers should attend the Club Maith Officer Training Seminars in 2010.

Good Financial Management at Club Level GAA Clubs with Social Clubs Should be a separate entity with a different bank account. A Social Club is a business!! A GAA Club is a GAA Club!!!

Standing Order Scheme New change in culture for GAA Clubs Clubs who have been successful in their schemes include: Faughanvale, Kildress, Galbally, Claudy, Magherafelt, Donaghmore, Dunloy and many more! It works and it’s Easy to manage! Linked to CASC (discussed later)

Standing Order Scheme- Planned Giving Basic Principle: “Ask people who have the welfare of the GAA in your Club area at heart to commit to paying a set amount to the Club”. The Commitment can be open-ended or for a set period. In most cases the payment is approx £20/€20 per month.

Standing Order Planned Giving Member of the scheme receives only one benefit....the knowledge that they are contributing something to their GAA Club! Some schemes include a special edition bit of Club merchandise (coat/polo-shirt) and an invite to a social event once a year. Scheme also include a quarterly newsletter sent out to members.

Direct Debt Scheme- Planned Giving Form a small dedicated committee General Meeting of interested people Give out application forms and follow up with a visit or phone call Highlight the annual operating costs of the club and were the money will be going Good Marketing and Good Branding are key...........!

Community Amateur Sports Club (CASC)

Community Amateur Sports Club (CASC) A monetary scheme devised to encourage communities to support their local voluntary sports clubs Managed by Inland Revenue Basically money back on donations made to your club

Eligibility Is club membership open to all? Are club’s facilities available to all? Does Club’s constitution prevent profits being distributed to members? Does club provide facilities and encourage participation in eligible sports? Does Club’s constitution state that on dissolution of club assets are to be applied to sporting or charitable purposes?

Benefits Gift-aid schemes “Friends Of/Direct Debt” 25p can be claimed back in every £1 donated Exemption from corporation tax on profits where turnover £30,000 Exemption from corporation tax (Income from property) where gross income £20,000 Exemption from corporation tax on interest received Rates relief on Club property (80% currently, increasing to 100% in 2011)- Make contact with local Rates Office to take advantage of this benefit

Donations must be ‘gifts’ i.e. no donation ‘reward’ How...... Register with HMRC as a CASC Nominate an authorised claimant Form chN1 Fill in the Repayment Form Form R68 Gift Aid Declaration Form – Keep records Donation collection Send forms to HMRC Charities
