First Alternative Excessive Use of Force Bureau (EUB) Federal department taking after FEMA and Homeland Security in its operation with purpose to hold accountable the actions of police departments Will do away with Bias due to not employing anyone from police department Would investigate every case of force committed by police departments Would offer mandatory rehabilitation programs for officers who committed crime in addition to any punishment given

Initially, officers were typically negative or nonchalant about the job they did before body camera use
