8.009 Educational Sites The proposed regulation addresses the establishment, reclassification, relocation, or closing of branch campuses, centers, special purpose centers, instructional sites, and special purpose sites. UBOT regulations must address international sites and sites located in other states.

Reviews and monitoring This one gives you an opportunity to verbally answer a question we received from several universities: will current sites be grandfathered in or will universities have to go through the approval process? .Typology This one is an example of an issue that needs a little more work, but isn’t controversial: fine-tuning the classification scheme. This one is an area in which we need guidance. Does the Board expect to see the same type of information in each university’s proposal and do they want each board of trustees to make decisions based on the same type information? If so, we need to provide specific guidance in either the regulation or incorporate by reference a proposal format. This issue is one in which we need guidance. You know that issue. This is also an area in which we need guidance. Does the Board want to ensure that each permanent site is reviewed at least every seven years to determine the site’s progress against defined program goals and, if appropriate for the site, enrollment goals, or do members want to leave the monitoring/review schedule and methodology to the individual boards? A part of this one is also the annual monitoring of enrollment for branch campuses and instructional centers to determine a plan of action if enrollment falls below the minimum for three consecutive years.

University boards are free to add additional criteria.

Lower-Level Course Approval Limited number lower-level courses Agreement with local college OR BOT approval of a proposal Full range of lower-level courses BOT approval of proposal AND Board of Governors approval of proposal This is a substantive change from existing policy that requires Board of Governors approval to offer any lower-level courses off of the main campus. It provides needed flexibility to the universities to offer lower-level courses needed for specific degree programs which may not be available from the local college. It retains Board of Governors oversight and approval for the establishment of a four-year campus environment.
