Family Engagement Felipe: My goal at LACOE: serve at-risk students. LACOE students everyone’s students= ELs, Title I, Special Needs, Newcomers, Trafficked, Foster, Delinquent. Our students: Learn within the confines of juvenile halls, detention camps, and county community schools. Audacious goal, prior job Vs LACOE 4,000 sq miles in the County of Los Angeles. Students come from some of most underserved and violent neighborhoods in Los Angeles High poverty rates Declining funding for schools Chronically underperforming schools Low parental involvement Gangs that recruit our youth. Minors who have made really really bad decisions like luring a best friend into the Asuza mountains, to see her get killed by the local gang; or the student who couldn’t remember how she made it from Los Angeles to an Arizona police station when her dad questioned her after paying bail. Your role = Make sure that our students are achieving at national standards. XXX% of our students have special needs XXX% are below grade level in English and in math; 100% percent ere living below the poverty level; 100% are living without their parents. LACOE Title I Director role Supplemental funds And one of those budgets is Title I Part A, for parent and family engagement. Jael, thoughts on family engagement funds Jael: Build families’ knowledge to support students’ academic achievement. Priorities – Traditional ed families Vs. Alternative Ed families Similarities: parents who did everything right, but whose child made a bad decision. Business owners, some are immigrants, some are families of children who have been trafficked, some have kept on the tradition of gang affiliation. Vision Rami Geographical disparities in access for families and students I Chicago study (A study that followed families’ mobility from low poverty neighborhoods to similar areas and to more affluent suburban areas showed that the just by moving to a nicer area, 54% of the students attended college, compared to only 21% in the group of families who moved to similar neighborhoods. (https://www.huduser.gov/portal/sites/default/files/pdf/insight-4.pdf) A Director of Title I determination: Best possible use of those resources (spirit of the Title I law) Whole system assumption: Every student will be going to college, all parents treated as equal partners and as resources and assets; all teachers desperately wants student to succeed. We envisioned a program that: Not dependent on external resources: James Comer: No significant learning can occur without a significant relationship;\ Every child needs a champion, every family needs a champion. Empower families to become their children’s champions, LACOEs Parent Champions. Builds capacity for family engagement: “Build capacity” = more training. Behavior does not automatically change with knowledge Processes and structures that naturally lead to do things differently. Not about knowledge, but behavior Multiple capacity building Partnerships Families (parents as assets Vs. parents as empty vessels) Communities Relevant and responsive Asset based vs deficit base Not presuming Non prescriptive VISION WITHOUT A PLAN IS A NIGHTMARE 2
