FCC Number vs DA Number on Orders Decisions are issued in two different ways: by the authority of the entire Commission, with each Commissioner voting; or by authority delegated to the Bureaus and Offices of the Commission. If the decision is decided by the Commission, it is identified by an FCC number. The FCC number is comprised of two digits indicating the year, and a number of up to 3 digits indicating the sequence, such as FCC 08-138. If the decision is issued through authority delegated to the FCC Bureaus and Offices, it is identified by a DA number. The DA number is constructed similarly to an FCC number, with two initial digits indicating the year, and a number of up to 4 digits indicating the sequence such as DA 08-1476. Order DA 16-1433 Released December 21, 2016 In this Order, the Consumer and Governmental Affairs Bureau granted Convo Communications, LLC a five-year certification of eligibility to receive compensation from the interstate Telecommunications Relay Services Fund (TRS Fund) for the provision of video relay service. DA 17-76 – Report and Order and Further Notice of Proposed Rulemaking Released January 17, 2017 The Consumer & Governmental Affairs Bureau adopted a Report and Order amending the telecommunications relay service (TRS) rules to incorporate technical standards for the interoperability and portability of services, equipment, and software used for video relay service (VRS). The Bureau is seeking additional comment on the scope of the application of the technical standards for user equipment and software. Florida PSC TASA Meeting – April 26, 2017

DA 17-86 Order and Declaratory Ruling Released January 18, 2017 The Wireline Competition Bureau and Consumer and Governmental Affairs Bureau granted VTCSecure, LLC’s July 6, 2016 petition for a waiver of the Commission’s rules to allow VTCSecure, the provider of direct video calling (DVC) customer support services, to access the telecommunications relay service (TRS) Numbering Directory. The Bureaus granted VTCSecure’s request for a declaratory ruling that video relay service (VRS) providers must route and connect all direct voice, video and text calls between telephone numbers listed in the TRS Numbering Directory. The Bureaus concluded that the waiver and declaratory ruling will promote cooperation and interoperability between VRS providers and VTCSecure. Florida PSC TASA Meeting – April 26, 2017 10

In December 2016 the PSC published and made available on its website its 2016 Relay Report Request for Proposals (RFP) for Relay Service beginning in March 2018 The Sprint Relay contract expires February 28, 2018. On February 24, 2017 Sprint provided written notice to the PSC that it does not intend to extend the relay provider contract into the option years. A Bidders Conference was held on March 23, 2017 to obtain input from interested persons on the Draft RFP. Staff filed a recommendation on April 21, 2017 for the May 4, 2017 Agenda to obtain approval to release the RFP. PSC Updates Florida PSC TASA Meeting - April 26, 2017

PSC Updates FTRI Fiscal Year 2017-2018 Proposed Budget March 1, 2017 – FTRI submitted its proposed 2017-2018 fiscal year budget for Commission consideration. April 26, 2017 – FTRI Budget Presentation to TASA Committee. May 24, 2017 – Commission staff is scheduled to file a recommendation for Commission consideration of FTRI’s proposed 2017-2018 budget. June 6, 2017 – The Commission is scheduled to consider staff’s recommendation on FTRI’s proposed 2017-2018 budget. Florida PSC TASA Meeting - April 26, 2017
