Extract from PIMB’s December 2018 report to NEO: “There is no documentary evidence to prove that the project had an impact on national or regional policies in higher education. There is no documentary evidence to prove that the project contributed to the establishment or further development of new external bodies or regulatory frameworks.”

The role of the national authorities: Issuing permits; exercising overall control; making sure the project complies with the national law and caters for the public benefit. No facts to affirm that the project is backed up or acclaimed at this level

Interest and support at the institutional level due to growing awareness of the project benefits: staff mobility; acquisition of advanced equipment; getting the project remuneration; attracting new students via creating a positive HEI image
