Are there models of regional co-operation from other fields that might provide some good lessons for statistics? What causes regional co-operation to take the range of forms it does? Is there some sequence to expand the scope of regional co-operation that regions will eventually follow (i.e., political and economic integration versus collaboration in system investments)?
