Moving Forward with Positive Change A collaborative process resulting in a Consensus Plan for the future of the Airport. October 24, 2011

DEVELOPMENT AGREEMENT EXTENSION: Approving extension of the 2005 Development Agreement (DA) between the City of Burbank and the Airport Authority creates an opportunity for collaboration as a strategy for planning the Airport’s future   TRAFFIC AND TRANSPORTATION: Improving Airport-adjacent traffic and transportation, implementing traffic-alleviating programs, promoting connectivity with Tri-Cities and Los Angeles PART 150 UPDATE: Continuing focus on aviation-related noise 4

DEVELOPMENT AGREEMENT EXTENSION   City Council approves extension to 2015, with changes to allow public discussion of a new terminal Provides process for City, Airport staffs (Airport Land Use Working Group), to jointly identify issues and recommend courses of action 5

Goals: Identify and address matters concerning future of the Airport and its community: Nighttime noise protection Addressing FAA safety concerns regarding current terminal location Improving ground access and traffic mitigation Optimum, appropriate utilization of B-6 property Provide objective background, information to all stakeholders to assist in achieving decision-making consensus  Incorporate community’s desires regarding Airport’s future, including Measure B vote if relocation of terminal is among study recommendations    6

Milestones:  ALUWG currently selecting research firm to determine community’s current knowledge, opinions, through accepted scientific research methodologies Research study to be completed, presented to Commission, City Council, public in first quarter of 2012 Use research findings to conduct extensive community outreach, engage in two-way communication with all interested parties and work toward creating consensus for future of the Airport 7

TRAFFIC AND TRANSPORTATION   Ground Access Study Goals: Working with Orangeline Development Authority and consultants using a Federal grant to determine future needs, opportunities, and options for transportation alternatives for the Airport and adjacent communities Among areas to be explored: Develop Santa Clarita to Union Station corridor Reduce north/south traffic on Hollywood Way Explore east/west connectivity with Burbank, Glendale, Pasadena

Transportation Projects Implemented: Planning for Regional Intermodal Transportation Center (RITC) Mitigates environmental impacts of Airport by reducing traffic congestion, reducing pollution, promoting alternative transportation Complies with Federal law to remove car rental companies’ ready return lot from Runway Safety Area by 2015 Centralizes access between Airport and train, bus and rental car services  Working with Amtrak and Metro to promote rail use to/from Airport Provided shuttle service to downtown Burbank and NoHo Red Line station

PART 150 UPDATE   FAA-mandated scientific study to identify Airport noise impact area and establish eligibility for Federal funding of mitigation and abatement measures Establishes future extent of Residential Acoustical Treatment Program for residences impacted by aviation noise

A multi-faceted program to guide the Airport and the community in   Moving Forward with Positive Change
