From Good to Great: Building a Legacy Osceola School District 2019-2020 Bell Time Proposal January 29, 2019

Osceola School District Transportation Profile of SDOC Osceola County is 1322 square miles 1331 miles of paved roads 405 miles of non-paved roads Approximately 3600 bus stops 310 Buses on daily routes Approximately 6,000,000 miles are driven by buses each 180 day school year 24 Elementary Schools 8 Middle Schools 10 High Schools 5 Multi-Level Schools 2 Alternative Schools

Osceola School District Factors in Creating a Bus Run Number of bus stops Location of bus stops Length of the run Number of students Attendance zones Window of operation (time between tiers) Length of the school day Number of buses utilized on each tier

Osceola School District Window of Operation The amount of time between the first trip and the last This is measured as the time from the first bell time to the bell time of the last tier Applies to both morning and afternoon runs A longer tier “interval” will improve delivery timing and reduce the need for buses and drivers by lengthening the window of operation

Osceola School District Fixed Costs Discretionary Costs Buses Fuel Wages Maintenance Eligibility Bus Stops Deadhead Bell Times 5

Osceola School District Why Bell Times Are Important? Governs ability to multi-trip buses for a significant cost savings Improve on-time service for students, parents, and schools Reduces stress for drivers and attendants impacted by bus driver shortage Capital cost avoidance for bus replacements Reduces bus “dead-head” time and mileage

Osceola School District Transportation Profile of SDOC Ended the 2017-2018 school year with 325 daily routes Currently operating 310 bus routes/cost avoidance of $975,000 Transport approximately 23,000 students each day Current 2018-2019 bell time range: AM PM Tier 1 (HS) 7:00 – 9:00 2:00 – 4:00 Tier 2 (ES) 7:50 – 9:00 2:50 – 4:00 Tier 3 (MS) 7:30 – 9:00 2:30 – 3:50
