The challenge of demographic change and migratory flows WORKSHOP 2 The challenge of demographic change and migratory flows

On migration and demography: There is a need to improve the knowledge base on population and migration issues in the ORs, to develop research and to better use and exploit available data with a view to designing better, more responsive public policies. There are significant differences across the ORs , and these should be properly taken into account in the process of designing and implementing policies.

On demography: Although the OR’s demographic situation is different of the EU as a whole, changes appear to be more quick. A proactive management of change is needed in view of medium and long term strategic policy design. A more detailed analysis of demography trends (at regional level) is necessary in order to tackle and allow adapted answers to specific OR situation.

On migration (1) : ORs and the relevant Member States should be encouraged to develop policies that aim at effective management of migratory flows, taking into account the specific needs and realities of ORs;

On migration (2) : Effective integration policies are essential to maximise the benefits of well-managed immigration. To this end, the respective Member States and the ORs are encouraged to make full use of the resources available in the framework of the ESF and Integration Fund and to participate actively in EU-level discussions on integration issues (e.g. the upcoming Forum on Integration);

On migration (3): The Community should reinforce its efforts to develop its partnership with key countries of origin and transit, both in managing migration flows, in enhancing the linkages between migration and development, and in fostering employment in these countries. ORs should be associated to these efforts, in particular through appropriate coordination between the various relevant financial instruments.
