Title IX Federal comment period closed in January Don’t know when revisions will be announced State legislation still moving forward Some legislators want to ensure revisions stay if POTUS changes Council on Public Higher Education (COPHE) lobbying against it Proposal has appeals going to a MO Commission; it would take it out of the University of Missouri There's no knowledge of what kind of training this commission would have - it's a panel of administrative law judges; they don't typically hear cases of this nature, they mostly deal with hearings on regulatory, licensure, and permit/policy issues They can also hear past cases, so this can potentially overturn cases that have already been resolved

NTT Contracts Trying to address problem of not enough notice of nonrenewal Year 1: 3 month notice Year 2-5: 6 month notice Year 5+: 1 year notice May take the form of an executive order from the system president Effectively becomes a CRR

Legislative Updates Budget No reduction in the governor’s proposed budget for FY20 May be unrealistic State’s financials have changed Projected +1.6% growth in general revenue (GR) Revised to -1.5% to -3.5%. -3.5% equivalent to $275 million, the cash balance from FY19 Hinges on income tax revenue VP Rapp does not think there will be a withold President Choi stated there would still be a 2% merit pool

Department Chair Hiring & Recruitment Goal? Have a process for selecting dept chairs who can achieve what we want (leadership, strategic plan goals, effective and guiding faculty, allocating resources needed, advocating for resources, generating resources, achieving student success goals) Rationale? We have different processes at each university We tend to look at dept chair as more of a rotating position in general instead of a leadership role Natural tendency to look internally We don't have a chance to build diverse perspectives without bringing in external people He got our feedback and some of it is very reasonable Perception that this is to minimize the role of department faculty, but that is not the intent It is expected that dept chairs participate in teaching, research, service Dept faculty sometimes don't get the opportunity to evaluate department chair; this should be happening, says Choi Some of the feedback was concerning The philanthropy wording is written to suggest that the dept chair donates their salary, rather than does fundraising

Benefits Allocation Changes coming in how personnel benefits are allocated to departments HAS NO EFFECT ON INDIVIDUAL PAYCHECKS Two components Health and dental charged per person May increase each year with premium increases All else charged as percentage of pay Pretty much stable Will disadvantage dept’s with lower average salaries; so campuses need to reallocate resources (UMKC will do so)
