2019 – 2022 CAC Declaration Development Preamble: Adding more messaging from IPCC reports Identification of required targets by IPCC to meet climate change challenge (can mention that no municipality can achieve these targets on their own and it will require efforts from all levels of government and sector of society) Low Carbon Economy messaging opportunity/state of growth Climate change costs and impacts inclusion Messaging related to co-benefits of climate action Other feedback/suggestions/gaps

Goals of the CAC (what updates would be of value?) Address air quality and climate change challenges through a dynamic network that expands knowledge and encourages practical and successful policies and actions; Promote a better understanding of air quality and climate change problems and opportunities among municipalities, public health and policy makers to improve their ability to address these problems in an economically effective way; Explore opportunities for joint initiatives to reduce air pollution and greenhouse gas emissions and increase climate change adaptation and resilience actions; Develop and report on progress of Inter-governmental Declarations of Clean Air and Climate Change; Track and monitor the transfer and implementation of clean air and climate change actions across the jurisdictions; and Liaise with municipalities in Ontario, Canada and internationally, and with organizations that have compatible mandates to share best practices for reducing air pollution and greenhouse gas emissions and increasing community livability and resilience

Article 1 Updates (statement of common understanding and commitment) Unless we act fast, we will have to pay an ever-increasing price in economic damages that are far in excess of the costs associated with GHG reduction. CAC member municipalities represent over half the population of the Province of Ontario and with over 55% of Ontario’s greenhouse gas (GHG) emissions coming from buildings, transportation and waste; enabling municipalities to reduce their community’s GHGs is key to achieving clean air and climate change goals. (can be merged into # 8) The actions that address GHGs will also play a key role in ensuring Ontario advances towards a competitive position in the low carbon economy.

Article 1 Updates (statement of common understanding and commitment) Low Carbon Economy Opportunity: (take key message from below) There are many reasons for Ontario to invest in a low carbon economy. Not only does it make good business sense (saving energy and reducing energy costs), but it is also necessary for addressing climate change. The International Energy Agency (IEA) estimates we need $10.5 trillion in incremental investment globally in low-carbon energy technologies and energy efficiency by 2030. This estimate is across all sectors, including power, transport, residential and commercial building equipment, and industrial sectors. This transformation presents a significant growth opportunity to Ontario’s economy especially as it relates to electric and autonomous vehicles as well as building energy efficiency renovations (which create well-paying jobs that cannot be outsourced from Ontario). It also provides the opportunity for Ontario to participate as a player in the emerging low carbon economy while making our communities better places to live. Energy dollars and how much leaves the community is another message we may want to get across

Article 1 Updates (statement of common understanding and commitment) Costs and Impacts of Climate Change Appendix A of CAC Environment Plan Submission: The US Council of Economic Advisors found that if delayed action causes the mean global temperature increase to stabilize at 3°C above preindustrial levels, instead of 2°C, that delay will induce annual additional damages of 0.9% of global output. To put this percentage in perspective, 0.9% of Ontario’s 2017 GDP is $7.5bn. An additional degree increase, from 3°C to 4°C, would incur greater additional annual costs of 1.2% of global output or almost $10 billion dollars from Ontario’s GDP. These costs are not one-off costs: they would be incurred year after year because of the permanent damage caused by additional climate change resulting from the delay. Local Ontario Costs so far…..

Article 3 – Call for Future CAC Actions Process we use to prioritize: Develop a long list of possible action priorities (menu of possible actions) Gather feedback from CAC members on which are high/medium/low priorities via survey Identify commonality in high priority actions Keep in mind we are still working on actions identified in Article 4 and need to report on ongoing progress on those longer list of actions Action evolution goal – moving from planning to implementation

We don’t have to do what we have done in the past Possibility of using this as an opportunity to test out a political level peer-to-peer network Can work in coordination with Municipal Leaders for the Greenbelt (a new pledge has been developed that brings together greenbelt, smart growth and climate action)

The New Pledge As an elected municipal official, I pledge my support to: Ensure the permanent protection of existing Greenbelt boundaries to protect water, natural heritage and agricultural systems throughout the Greater Golden Horseshoe Create livable communities that are healthy and resilient Improve housing and transportation choices for all citizens Reduce greenhouse gas emissions, improving energy efficiency of buildings, and advancing the Region’s low carbon economy Maintain the existing boundaries of towns and cities and build complete communities. This will make more efficient use of new and existing infrastructure investments and save tax dollars.
