OUTLINE I. LCS 2012: an overview II. LCS 2016: timetable III. LCS 2016: methodological issues IV. LCS 2016: data dissemination - plans

I. LCS 2012: an overview deadline: 31st June 2014

I. LCS 2012: an overview The most frequent errors detected in the 2012 vintage of LCS: the sample of local units was larger than the universe (E2 > E1); inconsistencies between totals and their respective breakdowns for variables: A1 (total number of employees) , B1 (hours worked), C1 (hours paid) and D (labour costs); inconsistencies between national data (Table A) for enterprises with 10 employees or more and the summation of data by their distinctive size classes (Table B); inconsistencies between data at NACE section / aggregate level and the totals given for their respective NACE divisions / sections; too many “;;;;;;;” in the data file causing readability problems by GSAST

II. LCS 2016: timetable 30th June 2018 – deadline for transmission of national LCS 2016 results: table A (national data) table B (national data by size class of the enterprise) table C (regional data) according to specifications in Implementing arrangements for LCS 2016 31st December 2018 - deadline for transmission of national Quality Reports – via ESS Metadata Handler (https://webgate.ec.europa.eu/estat/spe/metaconv/index.htm ) using LCS domain and LCS_ESQRS_A (1.0) metadata flow (as presented on the next slide)

II. LCS 2016: timetable (2)

II. LCS 2016: timetable (2) Please take note of the following: All Member States whose LCS 2016 data would not have been finalized by the end of August 2018 will receive, by the end of 2018, a letter of non-compliance signed by the Director General of Eurostat.

III. LCS 2016: methodological issues in the course of 2017 numerous methodological issues have been raised by MSs, which occurred during fieldwork issues were mostly connected to hours paid, subsidies and treatment of special kind of payments in accordance to Com. Reg. No.1737/ 2005 details of each question raised as well as Eurostat's clarifications can be found in document: "Doc 26 – Item 3.1 – LCS2016.pdf"

IV. LCS 2016: data dissemination - plans December 2018: LCS 2016 data for all countries are available online, in Eurostat database December 2018: updated Statistics Explained article on Wages and labour costs LCS/ LCI connection: March/April 2019: Labour cost levels data published for the following reference years: 2008, 2012, 2016 (based on LCS 2016), 2017 and 2018 (extrapolated from LCS and LCI data) June 2019: Labour Cost Indices as of reference quarter 2019Q1 transmitted by MSs rebased on the new reference year (LCI 2016=100)

The LAMAS delegates are invited: To take note of the deadline for transmitting LCS 2016 data – in particular for BE, EL, IT, CY, PT, UK, NO and CH whose LCS 2012 data has been transmitted with delay > 1 month To inform Eurostat of any delay foreseen in the transmission of LCS 2016 data, or of special quality issues To run consistency and plausibility checks upon LCS 2016 data, as detailed in the implementing arrangements, before transmitting data to Eurostat To take note of the timetable to publish LCS 2016 data and metadata

The LAMAS delegates are invited: To take note of the deadline for transmitting the LCS 2016 Quality Reports To take note that LCI data should be transmitted in the new base year (2016) as of reference quarter 2019Q1 onwards To take note of the guidance provided by Eurostat as regards a number of methodological issues discussed in the context of the LCS2016 fieldwork and to report other possible cases For any questions concerning LCS please contact Ines KOLAKOVIC (ines.kolakovic@ec.europa.eu)
