2nd IMPACT Workshop Mo i Rana, Norway 12/13th Septemper 2002 Life after RESCDAM? Application and future developments for emergency planning in Finland Mikko Huokuna, Finnish Environment Institute 15.4.2019

Development of Rescue Actions Based on RESCDAM Development of Rescue Actions Based on Dam-Break Flood Analysis Coordinator: Finnish Environment Institute 15.4.2019

Partners: ENEL Research, Hydraulic and Structural Centre (Milan) EDF Electricite de France, National Hydraulic Laboratory (Paris) Helsinki University of Technology Emergency Services College (Kuopio) Seinäjoki Rescue Centre West Finland Regional Environment Centre 15.4.2019

emergency action planning for dams The pilot project of RESCDAM was the embankment dam of the Kyrkösjärvi reservoir located in Seinäjoki in Western Finland. The main purpose of the RESCDAM project was to develop emergency action planning for dams 15.4.2019

The project work was divided into three sub-projects: Risk Assessment (Analysis) Dam Break Hazard Analysis Emergency Action Planning International Seminar and Workshop was arranged on October 2-5, 2000 in Seinäjoki 15.4.2019

Kyrkösjärvi Dam Break Hazard Analysis Model simulations of the erosion dam-break event an erosion model developed in Finland One-dimensional flow simulation DYX.10 -model (finite difference method) Two-dimensional flow simulation Telemac-2d, EDF (Finite Element Method) FLOOD-2d,ENEL (Finite Volume Method) 15.4.2019

Kyrkösjärvi Dam Break Hazard Analysis Assessment of breach-hydrograph has a lot of uncertainties After sensitivity analyses two breach hydrographs were chosen for flood analyses with 2-d models HQ1/100 Flood case MQ Case 15.4.2019

Three breach locations considered 15.4.2019

Flood propagation Max depth Max flow velocity Max damage parameter FLOOD MAPS FOR EMERGENCY ACTION PLANNING Flood propagation Max depth Max flow velocity Max damage parameter (flow velocity x depth) 15.4.2019

Flood maps 15.4.2019

The use of GIS in analysing calculation results The damage parameter (velocity x depth) map 15.4.2019

The locations of the houses from the buildings database 15.4.2019

The houses effected by the HQ dam breach case 15.4.2019

The houses for which the damage parameter is >3 15.4.2019

DEVELOPMENT OF EMERGENCY ACTIONS Recommendations to update the Finnish dam safety guidelines Emergency/rescue action plan for the Kyrkösjärvi dam 15.4.2019

The work to update the dam safety code of practice is going on AFTER RESCDAM The work to update the dam safety code of practice is going on The internet based dam safety information system is under development Updating of the Emergency Action Plans for the P-dams is going on Some research: Effect of freezing and melting on embankment stability 15.4.2019

Updating of the dam safety code of practice No major changes Most changes to: safety monitoring and inspections dam break hazard analysis (presentation of the results) Emergency action planning and advance information 15.4.2019

Internet based dam safety information system information on about 450 dams (now for a. 300 dams) information on P-dams (39) is going to include general information of the dam monitoring information documents, measurements emergency action plan Dam-break hazard analyses (new analyses will be documented in a certain way to be easily available for more analyses) Flood maps 15.4.2019

Work to update Emergency action plans for P- Dams is going on There are 39 P-Dams in Finland A dam is classified as a P-dam if in an event of an accident, it may: -endanger human life or healthy -seriously endanger the environment or property 15.4.2019

Work to update Emergency action plans for P- Dams is going on All the P-dams in Finland have some kind of emergency action plan but many of the plans should be updated and revised People living in the risk area of the dam have to be informed about the risk (in advance) and about the emergency action plan Training of emergency action The plans have to be tested in training 15.4.2019

Emergency action training for Kyrkösjärvi dam Organized by Seinäjoki Rescue Centre and West Finland Regional Environment Centre, September 26.-27. 2001 15.4.2019
