Northwestern Division New Madrid Seismic Zone Response Plan

NMSZ ROC Exercise Northwestern Division Mission: Assess and repair flood protection, civil works and navigation infrastructure, Execute missions in support of DHS/FEMA under the NRF, Support the USCG’s Marine Recovery and Restoration TF, Support USNORTHCOM /ARNORTH, and Provide support to others to repair critical infrastructure Movements: NWD FWD to Kansas City and/or Jeff City NWD ESF#3 TL/ATL to FEMA R7 (Kansas City) NWD PRTs to assigned supported commands NWK LNO to Jeff City, MO NWK FWD to establish RFO in Jeff City, MO ESF#3 TL/ATLs to FEMA IMAT in Jeff City, MO Specified, Implied and Essential tasks: Lead for support to FEMA in Missouri (Region VII) Establish comms with NWD EOCs, FEMA Region VII, and state/local customers Deploy organic Response Resources (PRTs , RRV) Coordinate support in Missouri for Riverine Recovery Unit (RRU) Provide SES/GS15 for HQ Strategic Infrastructure Recovery Cell (SIRC) Command, Control, Communication: Communications within NWD should not be impacted All NWD Districts will automatically alert and prepare pre identified teams/personnel for deployment If comms are impacted NWK is prepared to take initiative and move C2 elements to forward deployed locations per OPLAN

NWK Key Tasks BPT accept assignment as Division Forward Commander. Establish comms with NWD-EOC, FEMA Region VII, and state/local customers impacted by seismic activity. BPT accept assignment as Division Forward Commander. BPT accept role as supported district for all NRF missions in Missouri. BPT initiate RSOI activities in coordination with ULA and LPRT. BPT task the other four NWD districts for any NRF mission support, as needed. Alert and prepare all National Water PRT members for activation and deployment. In the event national comms capability and coordination is not possible, BPT take initiative and move C2 elements to forward deployed location
